ABATEMENT APPLICATION, Denied for Robert & Linda Lawson MOTION, passed Mr. Meyer moved and Mr. Wagner seconded that Abatement #4255 for Robert & Linda Lawson be denied, as it is premature to file for abatement of taxes before the assessment has been finalized by the State Board of Equalization. On roll call vote, the motion carried unanimously. 7. AUDITOR'S OFFICE, Monthly financial statement received MOTION, passed Mr. Meyer moved and Mr. Wagner seconded to receive a monthly financial statement provided by the county auditor. On roll call vote, the motion carried unanimously. 8. PLAT APPROVAL, Approved for TS Kensok Acres Subd~ MOTION, passed Mr. Meyer moved and Mr. Wagner seconded that the Cass County Board of Commissioners grant final plat approval for TS Kensok Acres Subdivision, Section 1, Township 139N, Range 53W in Cass County, North Dakota. On roll call vote, the motion carried unanimously. 9. CONTRACT APPROVAL, Centre. Inc.: City of Farao: City of West Farao: Country Club: Lost Meadows Subdivision: City&Kindred MOTION, passed Mr. Meyer moved and Mr. Wagner seconded to approve the following contracts submitted by respective department head, subject to state's attorney approval, and authorize the chairperson to sign: On roll call vote, the motion carried unanimously. Farao Centre, Inc.--purchase of service agreement for housing Cass County jail inmates; City of Fargo--funding and partnership agreement for 2004 mosquito control season; City of West Fargo--funding and partnership agreement for 2004 mosquito control season; Fargo Country Club--spraying of adult mosquitoes on a reimbursable basis; Lost Meadows Subdivision--2004 mosquito spraying; City of Kindred--2004 mosquito spraying. 10. RED RIVER BASIN, Water retention study Lynette deSilva, Research Engineer for Energy & Environmental Research Center (EERC) at the University of North Dakota in Grand Forks, presented information about the Red River Basin Waffle Study being conducted by EERC. She explained the waffle approach, which uses existing roads and culverts to temporarily store water in the low areas during spring run-off until such time that a flood crest passes. She said water would be held for about two weeks in the case of severe flooding, as in 1997, and she would not see the system being utilized every year.
