RED RIVER BASIN, Water retention study <br />Lynette deSilva, Research Engineer for Energy & Environmental Research Center (EERC) <br />at the University of North Dakota in Grand Forks, presented information about the Red River <br />Basin Waffle Study being conducted by EERC. She explained the waffle approach, which <br />uses existing roads and culverts to temporarily store water in the low areas during spring <br />run-off until such time that a flood crest passes. She said water would be held for about two <br />weeks in the case of severe flooding, as in 1997, and she would not see the system being <br />utilized every year. <br />
