Commission Minutes—November 17, 2014 4390 <br /> MOTION, passed <br /> Mr. Peterson moved and Mrs. Scherling seconded to authorize the county <br /> engineer to sign as project sponsor for a Transportation Alternatives <br /> Program (TAP) application for the Northern Cass Pass recreational trail <br /> through the Hunter/Arthur Joint Park Board JPA. On roll call vote, the <br /> motion carried unanimously. <br /> 10. OXBOW CITY PLANNING AND ZONING ET AREA, Board appointment; amend <br /> Commission Policy Section 4.00, Advisory Boards <br /> Mr. Vanyo said the City of Oxbow is formally requesting the commission appoint Mike Bice to <br /> the Oxbow City Planning and Zoning Board from the extraterritorial (ET) area. Mr. Bice lives <br /> in the ET zoning authority area and has agreed to serve on the board. According to state law, <br /> county commissions have the authority to appoint persons within which such zoning authority <br /> is to be exercised. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to amend Commission <br /> Policy Section 4.00 Advisory Boards, and appoint Mike Bice to the Oxbow <br /> City Planning and Zoning Board from the extraterritorial area for a five- <br /> year term ending July 1, 2019. On roll call vote, the motion carried <br /> unanimously. <br /> 11. HEALTH INSURANCE/HUMAN RESOURCES CONSULTANT, Agreement approved with <br /> Associated Financial Group <br /> Keith Berndt, County Administrator, said Cass County has contracted with Associated <br /> Financial Group (AFG) the last two years for human resources and health insurance <br /> consulting services. He recommends the county renew its contract for 2015 at a cost not to <br /> exceed $20,000. The services provided by AFG have been very helpful and worthwhile, <br /> especially the expertise provided by their attorneys who specialize in HR issues. <br /> MOTION, passed <br /> Mr. Bennett moved and Mrs. Scherling seconded to authorize the chairman <br /> to sign a contract with Associated Financial Group (AFG) to renew the <br /> professional services agreement for 2015 in the amount of$20,000. On roll <br /> call vote, the motion carried unanimously. <br /> 12. FLOOD CONTROL, State Water Commission payments to City of Fargo approved <br /> During the last three legislative sessions, the state legislature approved a total of$175 million <br /> to be spent on flood control costs. For consideration today is the 32nd request from the City <br /> of Fargo for costs incurred from September 1 through September 30, 2014 and 33rd request <br /> for costs incurred from October 1 through October 31, 2014. <br /> Mr. Montplaisir said reimbursement claim of $1,533,416 outlined in the 32nd request and the <br /> reimbursement claim of$593,867 outlined in the 33rd request are the local match on costs for <br /> flood mitigation, demolition, and restoration work in various neighborhoods throughout Fargo. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Peterson seconded to authorize the <br /> chairman to sign the approval letter for the State Water Commission to <br /> distribute funds in the amount of $1,533,416 and $593,867 to the City of <br /> Fargo pursuant to the terms and conditions of Senate Bill 2020. On roll call <br /> vote, the motion carried unanimously. <br />
