Commission Minutes—November 17, 2014 4391 <br /> 13. FLOOD CONTROL, State Water Commission payments to FM Diversion approved <br /> During the last three legislative sessions, the state legislature approved a total of$175 million <br /> to be spent on flood control costs. This is the sixth request from the FM Diversion Authority <br /> for reimbursement from the State Water Commission. The claim is for construction-related <br /> costs associated with the Oxbow-Hickson-Bakke (OHB) ring levee and El Zagal Shrine <br /> property easement purchases in the amount of$1,390,928. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to authorize the chairman to <br /> sign the approval letter for the State Water Commission to distribute funds <br /> in the amount of$1,390,928 to the FM Diversion Authority pursuant to the <br /> terms and conditions of Senate Bill 2020. On roll call vote, the motion <br /> carried unanimously. <br /> 14. FLOOD DIVERSION MONTHLY BILLING, Approved <br /> Mr. Montplaisir discussed the billing from the FM Diversion Board of Authority for the month <br /> of October 2014, for engineering costs, project management services, and construction work <br /> on the OHB ring levee. The request today is to advance funds for the entire local share from <br /> $20 million in loan proceeds. Cass County and Fargo City are equally responsible to pay <br /> back the loan. He said around $7.5 million is remaining from the initial draw down of $20 <br /> million. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Bennett seconded to approve the expenses <br /> for the Flood Diversion Board of Authority and advance funds from the loan <br /> in the amount of$2,532,190.33 for the month of October, 2014. On roll call <br /> vote, the motion carried unanimously. <br /> 15. VOUCHERS, Approved <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Vanyo seconded to approve Voucher No. <br /> 281,922 through Voucher No. 282,229. On roll call vote, the motion carried <br /> unanimously. <br /> 16. VETERANS SERVICE OFFICER INTERVIEWS; COMMISSION SERVICE THANK YOU; <br /> EAST CENTRAL COUNTY COMMISSIONERS MEETING; TAX SALE, Committee reports <br /> The deadline to apply for the Veterans Service Officer position is Thursday, November 20tH <br /> Mrs. Scherling asked how the board wishes to proceed with setting up interviews. It was <br /> determined that since the department does not have an interim director, the sooner interviews <br /> are held the better. An interview committee of Commissioners Mary Scherling and Chad <br /> Peterson; Commissioners-elect Rick Steen and Arland Rasmussen; County Administrator <br /> Keith Berndt; and North Dakota Department of Veterans Affairs Commissioner Lonnie <br /> Wangen will meet on Wednesday, November 26th beginning at 10:00 AM. <br /> Mr. Peterson thanked Darrell Vanyo and Vern Bennett for their 12 years of service on the <br /> commission. The terms for Mr. Vanyo and Mr. Bennett will end on December 1St <br /> Mr. Peterson discussed the East Central County Commissioners Association meeting held <br /> on November 14th in Jamestown, which he attended along with Mrs. Scherling, Mr. Pawluk <br /> and Mr. Berndt. The purpose of the meeting was to discuss priorities for the 2015 legislative <br /> session. <br />
