<br />Commission Minutes--May 3, 2004 <br /> <br />2724 <br /> <br />14. VECTOR CONTROL, Aerial sprayina contract <br />Mr. Bennett asked to move this item to the regular agenda for discussion. Mr. Berndt said <br />the request is for authorization to have two forms signed which would meet administrative <br />requirements and FAA approvals to allow a spray operator to be prepared to spray for <br />mosquitoes if the need arises. Mr. Berndt said this is not a commitment to do aerial <br />spraying at this point because a third authorization or contract would need to be signed with <br />a particular vendor. <br /> <br />Mr. Bennett asked for cost figures on aerial spraying of mosquitoes, and Mr. Berndt said he <br />does not have any figures with him; however, he would have the per acre cost from last year <br />in his office. He believes Cass County's cost last year was about $6,000, and he does not <br />know what the cities paid. Mr. Bennett said he would like to know what chemicals will be <br />used for spraying, and he hopes aerial spraying is not necessary. He suggested contacting <br />the United States Air Force because he understands they sprayed for Grand Forks last <br />year. Mr. Berndt said he has not contacted the Air Force this year; however, they were <br />contacted last year and it did not work out for them to spray in Cass County at the time it <br />was requested. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded to grant authorization for <br />Custom Airborne Spraying to make the necessary applications for aerial <br />mosquito spraying, subject to state's attorney approval. <br />Discussion: Mr. Wagner said the purpose of this motion is to allow <br />Custom Airborne Spraying to obtain the proper forms and license with <br />the FAA. Mr. Bennett asked if the motion approves the vendor, and Mr. <br />Berndt said this motion authorizes a vendor to obtain pre-approval <br />through the FAA. Authorization for a vendor to begin aerial spraying <br />would require a separate contract signed by the County Commission at a <br />later time. Mr. Meyer asked about seeking bids for aerial spraying, and <br />Mr. Berndt said he will look at that process but has not requested formal <br />bids in the past for that purpose. Mr. Bennett said he thinks the need for <br />aerial spraying will be determined by urgency with the West Nile Virus, <br />and not by the number of mosquitoes present. At the call for the question <br />and upon roll call vote, the motion carried unanimously. <br /> <br />15. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to approve Voucher No. <br />186,781 through No. 187,159. On roll call vote, the motion carried <br />unanimously. <br /> <br />16. BUILDING AND GROUNDS UPDATE; VECTOR CONTROL DIRECTOR; MEETING <br />UPDATES; E 911 FEE REPORT; PARK BOARD UPCOMING MEETING, Committee <br />reports <br />Bonnie Johnson, County Coordinator, reported that inmate labor completed painting inside <br />the Juvenile Detention Center last week. <br /> <br />Angela Balint was recently hired as Cass County Vector Control Director, and Mrs. Johnson <br />has been reviewing county policies and procedures with her. <br />
