<br />Commission Minutes--May 3, 2004 <br /> <br />2723 <br /> <br />decision to use the pay range in effect for the WeedNector Control <br />Officer for 2003, no additional pre-employment forms will be required. <br />The forms, along with commission minutes regarding the structure, shall <br />be included in the employment file for this position. Discussion: Mr. <br />Vanyo asked about liability issues in view of Mr. Montplaisir's letter <br />indicating Cass County would do the financial work even if the Weed <br />Board obtained work force safety insurance, obtained a federal employer <br />identification number and adapted the county's personnel policies and <br />benefit structure to fit their needs. Mr. Burdick said there is very little <br />legal history on this issue. He said anyone could adopt Cass County's <br />policies or tailor them to their needs; however, he does feel the more <br />closely the county works with the group, the more likely it is that <br />someone could include the county in a potential claim. He did not know <br />how likely or unlikely it would be that a liability issue would ever arise. <br />At the call for the question and upon roll call vote, the motion carried <br />with four members voting "Aye" and Mr. Wagner opposing. <br /> <br />13. VECTOR CONTROL, Modular office space approved <br />Keith Berndt, County Engineer, and Rob Lynch, Fargo City Commissioner and Vector <br />Control Board Chairman, were present to discuss an item from the last meeting concerning <br />space for vector control workers. In addition to the suggestion at the April 19th meeting to <br />rent a double-wide modular office trailer at a cost of $15,000-$16,000, Mr. Berndt provided <br />two other space options. One is for a single-wide office trailer, which would be available <br />early May at a cost of $6,000-$7,000; and the other is for a temporary West Fargo School <br />District classroom, which would be available early June at a cost of $3,200 to move it. He <br />listed the pros and cons of each option and recommended the single-wide office trailer to <br />meet temporary space needs. <br /> <br />Mr. Bennett asked if any meetings are scheduled for the VectorNVeed Building Committee, <br />and Mr. Berndt said he would be open to meeting again. At the committee's last meeting, <br />he said he was asked to obtain some preliminary cost estimates and he questioned how to <br />proceed since the weed control is now separate from vector control. <br />MOTION, failed <br />Mr. Bennett moved and Mr. Vanyo seconded, for discussion purposes, to <br />approve option #3 for a temporary West Fargo classroom for vector <br />control space. Discussion: In answer to a question from Mr. Vanyo <br />about the classroom, Mr. Berndt said it is useable; however, the <br />appearance is poor, and there is no bathroom or divided work areas. Mr. <br />Lynch said mosquitoes are not a threat at this time with the recent dry <br />weather; however, the Vector Control Board is concerned about having <br />office space because the situation could change rather quickly. Mr. <br />Berndt said he will make whatever option work that the Commission <br />approves. At the call for the question and upon roll call vote, the motion <br />failed with Mr. Bennett and Mrs. Sorum voting "Aye" and Mr. Vanyo, Mr. <br />Wagner and Mr. Meyer opposing. <br /> <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to approve option #2 for a <br />single-wide office trailer for vector control space. The motion carried on <br />roll call vote with four members voting "Aye" and Mr. Bennett opposing. <br />
