AUDITOR'S OFFICE, Monthly financial statement received <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to receive a monthly <br />financial statement provided by the county auditor. On roll call vote, the <br />motion carried unanimously. <br /> <br />9. PERMIT FOR FIREWORKS DISPLAY, Approved for Starr Fireworks <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to approve the permit for a <br />fireworks display for entertainment purposes at Starr Fireworks, 3805 52nd <br />Avenue South, Fargo, according to an application submitted by Dino Alexakos <br />for Cam Starr, on the date of May 1, 2004, beginning at 9:00 PM. On roll call <br />vote, the motion carried unanimously. <br /> <br />10. SEVERE SUMMER WEATHER AWARENESS WEEK, April 26-30. 2004 <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to authorize the chair to sign the <br />proclamation for Severe Summer Weather Awareness Week on April 26-30, <br />2004. On roll call vote, the motion carried unanimously. <br /> <br />11. VECTOR CONTROL, New director appointed <br />Mr. Berndt said a new director was appointed by the Vector Control board at a meeting held <br />earlier today. He introduced Angela Balint to the commissioners. <br /> <br />12. ELECTION UPDATE, Provided by county auditor <br />Mr. Montplaisir provided an update on elections for 2004. He said with federal legislation, <br />all counties are required to use new election equipment. The county has 59 precincts and <br />will have a precinct scanner at each polling site. Cass County is expected to receive <br />approximately $150,000 in federal funds to cover equipment costs. He discussed election <br />night reporting and said ballots will no longer be counted at the courthouse. Each scanner <br />has a memory card which will be downloaded onto a computer and voting results are <br />received almost instantaneously. He said later this year, work will begin on creation of a <br />statewide voter data base with costs also to be federally funded; however, the majority of <br />the work will be done by local county auditors across the state. <br /> <br />Kay Blakeway, GIS Coordinator, gave a demonstration on how the new precinct finder <br />works on the county's website. She said the precinct finder is maintained through the tax <br />system. <br /> <br />13. SHERIFF'S DEPARTMENT, Transfer of vehicles <br />Sheriff Don Rudnick said the Sheriffs Department received two Cavalier travel trailers in <br />1998 that were used by FEMA during the 1997 flood in Grand Forks. The cost was $20 <br />each and they have been stored at the Red River Valley Fairgrounds. The county no longer <br />has any use for the trailers and the fair expressed interest in them. The fair has two GEM <br />cars they wish to trade for the trailers. The Sheriffs Department will use the cars during the <br />Red River Valley Fair, Big Iron, Community Days and other special events. The trailers are <br />valued at about $10,000 and the cars at $12,000 and there would be no monetary <br />advantage by either party from this exchange. <br />
