Commission Minutes--April 19, 2004 2718

MOTION, passed
Mr. Bennett moved and Mr. Meyer seconded to authorize the Cass
County Sheriff's Department to exchange titles for two 1997 Cavalier
travel trailers VIN# 1 NL 1 OTP20V1 033816 and VIN# 1 NL 1 L TP28VV1 033952
for the titles of two GEM cars currently owned by the Red River Valley
Fair. On roll call vote, the motion carried unanimously.

14. VECTOR CONTROL, Modular office space rental
Mr. Berndt said the Vector Control board met this morning and approved a request to rent a
24 foot by 40 foot modular office trailer to use in conjunction with space in the Highway
Department and the existing cold storage shed. He said this would be a one-year fix until
either a new building or new addition is completed for Vector Control operations. The rental
cost of $14,475 is not a budgeted item and he said funds could be taken from the
equipment line item. The building that housed staff last year belongs to the Weed Control
board and he spoke with the chairman of the weed board, who said the department plans to
use the building for their operations.

MOTION, failed for lack of second
Mr. Wagner moved to authorize the chair to sign a purchase order for Vector
Control Department modular office space, provided for the term, from GE
Capital Modular Space in the amount of $14,475.00.

Mr. Meyer said it was not his intention when the Commission approved the separation of
Weed and Vector Control to completely divorce the two departments from one another. Mr.
Berndt said the Weed building does not have adequate space irregardless of the separation
of the two departments. Mr. Berndt said last season was very cramped and the current
office space is not adequate for vector staff to meet and to do identification work. Mr. Meyer
said he wants the Weed Control to be given the same consideration as the Vector Control
department.

Mr. Wagner said the county has a responsibility to provide adequate office space for
employees to do their work. He feels the modular office trailer is needed to run an effective
operation this year, especially when considering the seriousness of the West Nile virus. Mr.
Wagner asked Mr. Berndt to bring this item back to the full board for consideration.

Mr. Bennett thinks the Weed Control would be cooperative in sharing their building with the
vector staff and he feels the county could find office space for less than $15,000.

15.
