APPENDIX A <br />PAGE 2 OF 3 <br />AGREEMENT FOR PARTICIPATION <br />IN THE NORTH DAKOTA <br />HIGHWAY SAFETY PLAN <br />PROJECT NO. PHSP4020905 SP OS Ph 08 <br />SCOPE OF WORK <br />Earned media must begin several days in advance of the two-week enforcement period <br />and should include news releases, news conferences, TV interviews, radio <br />announcements, and other public awareness activities. Agencies are also strongly <br />encouraged to use electronic message boards with the CIOT enforcement message <br />throughout the enforcement period. <br />Law enforcement agencies should contact their local Safe Communities programs <br />(Appendix B) for assistance to coordinate and complete earned-media activities. <br />Because this is a statewide effort, participation by each contracted entity is critical to the success <br />of the campaign. If the Agency is unable to fulfill the contractual scope of work, they must <br />contact the NDDOT Traffic Safety Office as soon as possible. <br />Reimbursement <br />This contract will reimburse the Agency up to $6,500 for the cost of hourly overtime wages for <br />the purpose of overtime enforcement throughout the CIOT campaign period. Overtime wages <br />will be reimbursed at the agency-approved overtime rate. <br />Reporting <br />The Agency must submit an activity report to the Traffic Safety Office no later than June 15, <br />2009, outlining the number of: (1) enforcement hours; (2) number and type of citations issued; <br />and (3) earned media activities completed during the CIOT campaign. Samples and/or copies of <br />the earned-media activities must be submitted with the reimbursement voucher and activity <br />report. <br />The activity report must be submitted to the Traffic Safety Office prior to reimbursement. Late <br />reports may result in a delay in processing or a reduction in payment. <br />The close of the state fiscal year is June 30, and reports and vouchers must be submitted no later <br />than July 15 for any services that took place prior to June 30 to assure reimbursement. <br />Supporting documentation must be retained at the Agency in accordance with audit guidelines. <br />
