APPENDIX A <br />PAGE 1 OF 3 <br />AGREEMENT FOR PARTICIPATION <br />IN THE NORTH DAKOTA <br />HIGHWAY SAFETY PLAN <br />PROJECT NO. PHSP4020905 SP OS Ph 08 <br />SCOPE OF WORK <br />BACKGROUND <br />This contract provides funds to the Cass County Sheriffs Office (hereafter referred to as <br />Agency) to participate in the national Click It or Ticket (CIOT) high-visibility enforcement <br />campaign to occur May 18-31, 2009. <br />The CIOT enforcement campaign exists to increase occupant protection use nationally, for both <br />adults and children, through heightened enforcement of occupant protection laws in each state. <br />The campaign's success is built upon the strategy that education, along with highly-visible and <br />consistent enforcement, is an effective means to change driver behavior and increase occupant <br />protection use. <br />SCOPE OF WORK <br />Law enforcement agencies in North Dakota participating in the CIOT enforcement campaign are <br />required to work overtime during this period to achieve high visibility within their jurisdictions <br />to deter motorists from driving or riding in a motor vehicle without an occupant protection <br />device (i.e., seat belt or child passenger safety seat). <br />During the contract period, the Agency must: <br />Conduct high-visibility enforcement within corridors and at times (including nighttime) <br />where the occurrence of unbelted serious injury and fatal crashes is greatest. <br />The Agency is encouraged to work with other law enforcement within the jurisdiction to <br />conduct multi jurisdictional enforcement to maximize the visibility of law enforcement <br />during the CIOT enforcement period. <br />The Agency must issue citations -not warnings -for failure to use an occupant <br />protection device to assure integrity of the CIOT message to the public. <br />2. Complete a highly publicized earned media campaign within the agency's jurisdiction <br />to assure the public's awareness of the CIOT enforcement campaign to encourage the <br />public's use of seat belts and child passenger safety seats. <br />
