Commission Minutes-March 16, 2009 3484 <br />Mrs. Johnson said the Social Services Director is requesting to use proceeds from the <br />Social Services vending machine and that the monies be transferred to a Social Services <br />donation fund. County Auditor Michael Montplaisir said the donation fund is separate from <br />the Social Services budget and is to be used toward the purchase of necessary items for <br />clients. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to approve the deposit of <br />$1,111 from the Social Service pop fund to the Social Service donation <br />fund. On roll call vote, the motion carried unanimously. <br />11. VETERAN'S SERVICE OFFICER, Recruitment process; interview team appointed <br />Mrs. Johnson provided the board with necessary documents to hire a new Veteran's Service <br />Officer, including staff requisition, vacancy notice, job description and interview testing <br />materials. She discussed changes made to the job description, including overall duties of <br />the position as outlined in North Dakota law; the position will clearly report to the county <br />commission; and minimum job qualifications will now require afour-year degree and meet <br />the Veteran's Preference Act. <br />Mrs. Johnson said the interview testing materials are similar to those used in the hiring of <br />the new Social Services Director. She said the board also needs to determine who will <br />serve on the interview team. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded to approve the staff <br />requisition, vacancy notice, job description and testing materials for the <br />Veteran's Service Officer position. Motion carried. <br />MOTION, failed <br />Mr. Bennett moved and Mr. Pawluk seconded to appoint all five <br />commissioners to the interview team for the Veteran's Service Officer <br />position. Discussion: Mr. Wagner said in 1996 when Mr. Brent was hired, <br />a representative from the Department of Veterans Affairs (DVA) was part <br />of the process. Mr. Wagner said since the position has to work with the <br />DVA, he feels it would be beneficial to receive input from the DVA in a <br />non-voting capacity. Mr. Vanyo is supportive of the additional expertise <br />which may be provided from the DVA. There was discussion about <br />establishing a date for interviews. Mrs. Johnson said the board may <br />decide on a date at their next meeting with the goal to hire someone by <br />May 15t. On roll call vote, the motion failed with Mr. Vanyo, Mr. Wagner <br />and Mrs. Sorum voting "No"; Mr. Bennett and Mr. Pawluk voting "Yes". <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to appoint all five <br />commissioners to the interview team for the Veteran's Service Officer <br />position and invite North Dakota Department of Veterans Affairs <br />Commissioner Lonnie Wangen to participate in the process. On roll call <br />vote, the motion carried with Mr. Vanyo, Mr. Wagner, Mrs. Sorum and Mr. <br />Pawluk voting "Yes"; Mr. Bennett voting "No". <br />
