Commission Minutes-March 16, 2009 3483 <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to authorize the <br />chairwoman to sign a letter to the Division of Emergency Services <br />requesting assistance with emergency flood preparation measures. <br />Motion carried. <br />Mr. Berndt said additional technical assistance may be needed and if so, he plans to use a <br />portion of the emergency fund to pay for consultant fees. The board did not voice any <br />objections to this request from the county engineer. <br />There was discussion about flood damage which may occur on county roads. Mr. Berndt <br />said costs to repair roads are an eligible expense through disaster funding. <br />Mr. Berndt said both he and Mr. Rogness will keep the board informed of the flood forecast. <br />7. FLOOD UPDATE, Overtime policy amended <br />Bonnie Johnson, County Administrator, said due to a new requirement by the Federal <br />Emergency Management Agency (FEMA) regarding overtime or compensatory pay for <br />exempt staff, she is requesting a revision to the current county policy. The change will allow <br />for some exempt employees to be paid overtime and become reimbursable from FEMA in <br />the event of an emergency. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Pawluk seconded to amend Personnel Policy <br />Section 7.40, Hours of Work and Overtime/Compensatory Time. On roll <br />call vote, the motion carried unanimously. <br />8. FLOOD UPDATE, Student release authorization form <br />Mrs. Johnson said the Fargo Public School District created a student release authorization <br />form to allow students under the age of 18 to assist in sandbagging efforts during a flood <br />event. She is requesting the board consider using the same release for students in rural <br />schools. If approved, school resource officers from the Sheriff's Department would then <br />distribute the forms to rural schools. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Bennett seconded to approve the use of the <br />student release authorization form for volunteer sandbaggers under the <br />age of 18. Motion carried. <br />9. POLICY ON USE OF COUNTY RESOURCES, Adopted <br />Mrs. Johnson said a new policy has been drafted which restricts county resources, such as <br />supplies, services, work hours and utilities, to be used only for county business. She said <br />recently a question arose which determined the need for a policy to handle such situations. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to adopt Commission Policy <br />Section 14.84 Use of County Resources. Motion carried. <br />10. SOCIAL SERVICES, Vending contract approval delayed; deposit of funds approved <br />Mrs. Johnson said the vending contract for a pop machine at the Annex is not ready for <br />approval today and will be scheduled on the next agenda. <br />
