Commission Minutes-March 16, 2009 <br />March 10, 2009. Approve a charity local permit for a poker tournament to be held April <br />17, 2009, through April 19, 2009, at the Knickerbocker Liquor Locker in <br />Hickson, North Dakota, for the Relay for Life Team 2 benefit. <br />d. Contract approval <br />- North Dakota Department of Transportation-construction and <br />maintenance agreements for bituminous overlay project eight miles <br />west of State Highway 18 and culvert project on the Maple River six <br />miles east and six miles south of Alice; <br />- All-Terrain Grounds Maintenance-Courthouse, Annex, and Jail <br />grounds maintenance; <br />- Microfacs-film to digital conversion of documents for Cass County <br />Recorder's Office. <br />3482 <br />6. FLOOD UPDATE, Report from county staff <br />Dave Rogness, Emergency Manager, updated the board on flood preparations as follows: <br />- The City of Fargo has offered to help the county with sandbag distribution. The city <br />will fill sandbags and deliver them to subdivisions or smaller cities on a roll-off for <br />pickup by residents; <br />- A meeting will be held with city officials to discuss transporting volunteers through the <br />MAT transit system; <br />- Neighborhood meetings will be held on the north and south sides of town to inform <br />residents about potential flooding and to answer any questions; <br />- The county and city are working together to establish a combined Emergency <br />Operations Center (EOC) to coordinate flood efforts more effectively. The EOC will <br />most likely be located at the Fargo Public Safety Building; <br />- The Red Cross, Salvation Army, First Link and other organizations are ready to assist <br />with flood fighting efforts; <br />- Meetings with city and county officials are being held frequently to coordinate and <br />update all entities involved. <br />Keith Berndt, County Engineer, provided maps of area subdivisions and a map showing the <br />locations of emergency levees, if needed. He said the National Weather Service is <br />predicting a 10% chance the Red River will crest at 40 feet and 50% chance of reaching <br />38'/2 feet. He said the county website has been updated for citizens to obtain necessary <br />flood information. <br />Mr. Berndt is asking for commission action to request state assistance from the U.S. Army <br />Corps of Engineers to construct emergency levees in several locations south of Fargo city <br />limits and to allow him to work directly with the Corps of Engineers. He said with the <br />predicted flood forecast, emergency levees will be needed to protect the public <br />infrastructure. <br />
