Commission Minutes-March 16, 2009 3485 <br />12. JOINT PUBLIC SAFETY BUILDING, Contract for soil borings at site <br />Mrs. Johnson said the board approved a scope of services contract last month with T.L. <br />Stroh Architects for a joint public safety building proposal. She and county staff have met <br />with the architect and schematic designs were provided for consideration. The architect has <br />recommended a testing lab take soil borings in order to determine what type of building the <br />site will support. <br />Devin Mogck, Architect, T.L. Stroh Architects, was present. Proposals were received from <br />Midwest Testing and Northern Technologies, Inc. to perform soil tests. Mr. Mogck said the <br />lower proposal is from Midwest Testing in the amount of $1,900; however, this is a <br />preliminary estimate and there may be some additional costs. <br />The board decided to allow the county administrator to work with the architect to decide <br />which company will perform the soil borings. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to authorize County <br />Administrator Bonnie Johnson to enter into a contractual agreement with <br />a soil boring company as recommended by Architect Terry Stroh for soil <br />testing of the site for a proposed joint public safety building. On roll call <br />vote, the motion carried unanimously. <br />13. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve Voucher No. <br />234,193 through Voucher No. 234,525. On roll call vote, the motion <br />carried unanimously. <br />14. AMERICAN RECOVERY & REINVESTMENT ACT; NACo LEGISLATIVE CONFERENCE; <br />WAFFLE PROJECT; MEETING UPDATES, Committee reports <br />Mrs. Johnson said there may be funds received by the state through the American Recovery <br />and Reinvestment Act (ARRA) for "shovel ready" projects for public safety service buildings <br />or other government buildings. The county has two projects-a courthouse addition and <br />joint public safety building-which may be eligible for funding. A letter has been drafted to <br />Governor John Hoeven asking if the state has established criteria for distribution of the <br />funds. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to authorize the chairwoman <br />to sign a letter to Governor John Hoeven regarding criteria for <br />distribution of ARRA funds in North Dakota. Motion carried. <br />Mr. Wagner provided a brief report on the National Association of Counties legislative <br />conference, which he attended last week. <br />Mr. Pawluk briefly discussed the Waffle Project, which addresses flood mitigation efforts in <br />the Red River Valley. The board recently received a report on the project from the Energy <br />and Environmental Research Center. He feels the report is timely considering the <br />anticipated flood forecast for the area, and believes the concept of storing water for short <br />periods of time does not damage agricultural land. <br />
