To apply for and accept grants from any public or private entities which grants <br />will be applied to reduce the cost of all parties, thus reducing proportionately <br />the budgeted amounts that may be required. <br />g. To acquire, by purchase, gift, devise, lease or otherwise, any and all property <br />which may be necessary for the construction, maintenance, and operation of <br />the joint dispatch center. <br />h. To establish rules and regulations for the maintenance and operation of the <br />joint dispatch center. <br />1. To appoint and make use of subcommittees to assist the joint board in carrying <br />out its powers and authority. <br /> <br />In exercising the foregoing powers, the Jomt board does not have authority to bind a <br />governmental unit to financial obligations in amounts that exceed allocations for dispatch <br />services as set forth in the governmental unit's annual budget, as approved by the respective <br />governing body. <br /> <br />5. Financial Obli1!ations under Prior Aereement. The parties to the original Joint Powers <br />Agreement agreed to make financial contributions based on the estimated annual budget for the <br />joint dispatch center, prepared by the executive director of the joint dispatch center, as reviewed <br />and approved by the joint board. For example, the parties originally agreed that each party's <br />initial contribution to the joint dispatch center would be based on each party paying a percentage <br />of the annual budget for the joint dispatch center as outlined below: <br /> <br />A. Fargo - 53% <br />B. Moorhead - 22% <br />C. Cass County - 15% <br />D. Clay County - 10% <br /> <br />Pursuant to these terms, each member shall allocate funds within the member's budget <br />representing its share of dispatch center costs. The executive direction of the joint dispatch <br />center bills each member on at least a quarterly basis and payments are made accordingly. <br /> <br />6. Revised Formula for Financial Oblieations. With West Fargo's addition as a member <br />to the joint powers agreement for operation of the joint dispatch center, and the participation of <br />the smaller Clay County communities via the Clay County Sheriffs Office, the parties hereby <br />agree that each party's financial contribution shall be a percentage of the annual estimated <br />budget of the joint dispatch center, effective January 1, 2009 as shown below: <br /> <br />A. Fargo - 50% <br />B. Moorhead - 19.6% <br />C. Cass County-10.5% <br />
