SOCIAL SERVICES, Rati actions of March 1 2004 <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Meyer seconded to ratify actions of the March 1, <br />2004, Social Service Board meeting as follows: 1) to participate in the <br />interpreter coordination project, including allocating $7,000 of the Federal <br />Refugee Grant from Social Services; 2) to authorize the modification of the <br />Cass County Social Service Board's 2004 budget for a one-time <br />contribution of $15,750 to be used as a local match towards the funding of <br />a Regional Transportation Coordinator position at the Fargo-Moorhead <br />Metropolitan Council of Governments; and 3) to authorize the transfer of <br />$28,100 from various salary/benefit line items to the computer and office <br />equipment line items in the Social Services budget. On roll call vote, the <br />motion carried unanimously. <br /> <br />16. ORDINANCE #2004-1, Weed/vector buildina ordinance second readina/adoption <br />This was the date, time and place advertised for second reading and adoption of an <br />ordinance to facilitate the construction and financing of a building to house the functions of <br />the vector control and weed control activities for the County of Cass, North Dakota. Notice <br />of consideration of the proposed ordinance was published in the county's official newspaper <br />on February 23, 2004. Mrs. Sorum invited comments from commissioners and from the <br />audience. No comments were received at this time. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Wagner seconded to adopt Ordinance #2004-1 <br />to facilitate the construction and financing of a building to house the <br />functions of the vector control and weed control activities for the County <br />of Cass, North Dakota; and to have the State's Attorney publish this <br />ordinance with all other county ordinances into a handbook for Cass <br />County law enforcement officials. On roll call vote, the motion carried <br />unanimously. <br /> <br />17. ROAD DEPARTMENT, Storm water prevention plan/annual public meetina <br />Keith Berndt, County Engineer, introduced Kirk Williams, from the Energy and <br />Environmental Research Center (EERC) at the University of North Dakota in Grand Forks. <br />Cass County contracted with EERC to develop a Storm Water Prevention Plan, which was <br />submitted to the Environmental Protection Agency in March, 2003, according to Mr. Berndt. <br /> <br />A PowerPoint presentation and the 2003 Annual Report of the Cass County Storm Water <br />Prevention Program were presented. An advertisement was placed in the public notice <br />section of the county's official newspaper that this would be the time for public input on <br />Cass County's Storm Water Pollution Prevention Program. Mrs. Sorum invited comments <br />from the board and from the public. No comments were received at this time. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to receive the Cass County <br />Storm Water Pollution Prevention Program 2003 Annual Report. On roll <br />call vote, the motion carried unanimously. <br />
