<br />Commission Minutes--March 15, 2004 <br /> <br />2707 <br /> <br />18. REGIONAL CHILD SUPPORT ENFORCEMENT, Office restructurina approved <br />Bonnie Johnson, County Coordinator, explained the request for office restructuring in the <br />Regional Child Support Enforcement Unit. Commissioners received a letter dated March 8, <br />2004 from the director, Kathy Ziegelmann, for authorization to change an unfilled file clerk <br />position to a senior secretary position. She indicated in the letter the filing and mail work in <br />the office is being accomplished on a daily basis by one file clerk, and the additional <br />secretary position would provide customer service and numerous other clerical duties, <br />including reducing the number of projects requiring overtime pay. Funds needed to pay the <br />higher graded position would be $2,679.03 and would be paid from the overtime balance of <br />$9,014.09 in the department's 2004 budget, according to Mrs. Ziegelmann's letter. <br /> <br />Mrs. Johnson said the time for requesting a job reclassification is May 1 st and the time for <br />office restructuring is at budget time; however, this request is being made today because <br />the file clerk position is vacant at this time. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Vanyo seconded to approve the hiring of a <br />senior secretary, pay grade A13, in place of a file clerk position #3106419-1 <br />in the Regional Child Support Enforcement Office, effective April 1, 2004. <br />On roll call vote, the motion carried unanimously. <br /> <br />19. NATIONAL ASSOCIATION OF COUNTIES, Annual conference attendance <br />Michael Montplaisir, County Auditor, said the annual conference of the National Association <br />of Counties involves some 6,000 county officials across the nation. It provides networking <br />opportunities and educational seminars relating to counties. The 2004 conference is <br />scheduled to be held July 16-20 in Maricopa County, Phoenix, Arizona. He will be attending <br />as President of the North Dakota Association of Counties. <br /> <br />Mrs. Sorum believes the annual conference is beneficial and plans to attend the Phoenix <br />one. Mr. Wagner talked about State and Federal Government mandates and said attending <br />these conventions gives us a voice nationally. He also plans to attend again this year. <br /> <br />Mr. Bennett asked if the county has a policy on commissioners attending conferences at <br />county expense. If a commissioner is at the end of their current term, he said perhaps they <br />should not be eligible to attend, and he would not think a commissioner is eligible to attend if <br />they chose not to run for office. In his opinion, he said Darrell Vanyo would be the only <br />commissioner eligible to attend the Phoenix conference from this county. Mr. Vanyo said he <br />cannot attend the 2004 conference due to a conflict. <br /> <br />20. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to approve Voucher No. <br />185,126 through No. 185,927. On roll call vote, the motion carried <br />unanimously. <br /> <br />21. MEETING UPDATES, Committee reports <br />Commissioners and staff reported on meetings they have attended, including the joint Cass/ <br />Fargo Commissioners luncheon meeting hosted by Cass County today at the Ramada <br />Plaza Suites, and the East Central Commissioners meeting in Valley City on March 4th. <br />
