He recommends the county pay 50% of the local costs not to exceed <br />$14,000. <br /> <br />He said if both grant applications are accepted, only one of them would be used for the <br />project, which would be included in the 2010 highway budget. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to authorize the chairman to <br />sign an application for a 2010 Safe Routes to School grant for a multi-use <br />path adjacent to Cass County Highway 11 in the City of Mapleton with an <br />estimated construction cost of $138,498.48; the approval is contingent on <br />the city not funding less than 50% of all planning, design and <br />administrative costs associated with this project; and authorize the <br />chairman to sign an application for a 2010 Transportation Enhancement <br />grant for a multi-use path adjacent to Cass County Highway 11 in the City <br />of Mapleton with an estimated construction cost of $138,498.48; the <br />approval is contingent on the city funding not less than 50% of the 20% <br />local match required. On roll call vote, the motion carried unanimously. <br /> <br />7. RESOLUTION #2008-17, Alcoholic BeveraQe Retail LicensinQ Fees first readinQ <br />Tracy Peters, Assistant State's Attorney, was present. She distributed two draft resolutions <br />on alcoholic beverage retail licensing fees for the board to consider. The first draft includes <br />license categories as listed in the current fee structure. The second draft includes categories <br />as listed in the North Dakota Century Code. <br /> <br />There was discussion by the board regarding whether wine falls under the liquor or beer <br />license category. Mrs. Peters said wine is considered to be liquor, according to state law. <br />She said domestic wineries which sell their own wine do not need a liquor license from the <br />county. <br /> <br />Mr. Bennett asked if county establishments have been notified about a possible fee increase <br />and if a public hearing should be held before the resolution is adopted. When license <br />renewals were sent out recently, businesses were informed about a possible change in the <br />fee structure. State's Attorney Birch Burdick said according to the county's Home Rule <br />Charter, a first and second reading may be held for resolutions. <br /> <br />Mr. Wagner prefers the first resolution draft, which includes the same categories as the <br />current fee structure because it seems simpler to understand. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to approve the first reading <br />of Resolution #2008-17, Alcoholic Beverage Retail Licensing Fees, <br />including the same categories as currently used; direct the appropriate <br />notice be published; and schedule the second reading of the resolution <br />for December 15, 2008. On roll call vote, the motion carried unanimously. <br />
