Contract approval Blue Cross Blue Shield of North Dakota-2009 employee health and dental insurance coverage; City of Fargo-2009 board of prisoner contract; Tower lease agreements-Alice Fire District and Page Fire District agreements for tower structures as part of the Public Safety Interoperability Communication System; North Dakota Department of Transportation-traffic safety grant in the amount of $9,000 for overtime expenses and travel expenses for the training officer to remove alcohol and drug impaired drivers from the roadways; State of North Dakota-Memorandum of Understanding between Cass County and the Secretary of State for purchase and maintenance of electronic poll books. 6. RESOLUTION #2008-13, MIDA Bond application for Oak Grove Lutheran School Proiect Attorney Jon Arntson was present to discuss the MIDA Bond application for the Oak Grove Lutheran School Project for an amount not to exceed $2,400,000 for the purpose of financing construction and equipping of a new health and wellness center and renovation of Gorder Gymnasium on the campus of Oak Grove Lutheran School located at 124 North Terrace in Fargo. A public hearing is scheduled for November 3,2008. Also present was Bruce Messelt from Oak Grove Lutheran School. Mr. Messelt said the improvement project at their campus is a key investment for the downtown area. Mr. Wagner asked about committed bonds for 2008. County Auditor Michael Montplaisir said since the county has already exceeded the $10,000,000 limit on bank qualified bonds for 2008, the request today does not affect the limit. Mr. Pawluk asked what county approval does for this organization. Mr. Arntson said approval will allow Oak Grove Lutheran School to borrow funds at a lower interest rate. MOTION, passed Mr. Wagner moved and Mrs. Sorum seconded to adopt Resolution #2008- 13, Relating to a Project under the Municipal Industrial Development Act, Giving the Project Preliminary Approval, Subject to a Public Hearing (Oak Grove Lutheran School Project). On roll call vote, the motion carried unanimously. 7. ROAD DEPARTMENT, Budaet adiustment approved County Engineer Keith Berndt provided a presentation on 2008 construction projects, including Cass County Highway 17, and discussed a request for a budget adjustment. He said in June the commission approved a number of construction projects. The board also authorized a temporary transfer of funds from the Building Fund to the Road and Bridge Fund to cover increased costs of $1.3 million; however, no formal budget adjustment was made at the time.
