<br />Commission Minutes-October 6, 2008 3425 <br /> <br />g. Authorize the chairman to sign a termination agreement originally <br />issued in 1964 with the United States Army Corps of Engineers for use <br />of a road located in the W% of SW% in Section 17 Township 143 Range <br />55, Cass County, North Dakota. <br />h. Contract approval <br />Blue Cross Blue Shield of North Dakota-2009 employee health <br />and dental insurance coverage; <br />City of Fargo-2009 board of prisoner contract; <br />Tower lease agreements-Alice Fire District and Page Fire District <br />agreements for tower structures as part of the Public Safety <br />Interoperability Communication System; <br />North Dakota Department of Transportation-traffic safety grant in <br />the amount of $9,000 for overtime expenses and travel expenses <br />for the training officer to remove alcohol and drug impaired drivers <br />from the roadways; <br />State of North Dakota-Memorandum of Understanding between <br />Cass County and the Secretary of State for purchase and <br />maintenance of electronic poll books. <br /> <br />6. RESOLUTION #2008-13, MIDA Bond application for Oak Grove Lutheran School <br />Proiect <br />Attorney Jon Arntson was present to discuss the MIDA Bond application for the Oak Grove <br />Lutheran School Project for an amount not to exceed $2,400,000 for the purpose of <br />financing construction and equipping of a new health and wellness center and renovation of <br />Gorder Gymnasium on the campus of Oak Grove Lutheran School located at 124 North <br />Terrace in Fargo. A public hearing is scheduled for November 3,2008. <br /> <br />Also present was Bruce Messelt from Oak Grove Lutheran School. Mr. Messelt said the <br />improvement project at their campus is a key investment for the downtown area. <br /> <br />Mr. Wagner asked about committed bonds for 2008. County Auditor Michael Montplaisir <br />said since the county has already exceeded the $10,000,000 limit on bank qualified bonds <br />for 2008, the request today does not affect the limit. <br /> <br />Mr. Pawluk asked what county approval does for this organization. Mr. Arntson said <br />approval will allow Oak Grove Lutheran School to borrow funds at a lower interest rate. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to adopt Resolution #2008- <br />13, Relating to a Project under the Municipal Industrial Development Act, <br />Giving the Project Preliminary Approval, Subject to a Public Hearing (Oak <br />Grove Lutheran School Project). On roll call vote, the motion carried <br />unanimously. <br /> <br />7. ROAD DEPARTMENT, Budaet adiustment approved <br />County Engineer Keith Berndt provided a presentation on 2008 construction projects, <br />including Cass County Highway 17, and discussed a request for a budget adjustment. He <br />said in June the commission approved a number of construction projects. The board also <br />authorized a temporary transfer of funds from the Building Fund to the Road and Bridge <br />Fund to cover increased costs of $1.3 million; however, no formal budget adjustment was <br />made at the time. <br />
