<br />Commission Minutes-August 4, 2008 3386 <br /> <br />Mr. Wolfer said the State Water Commission approved the application, subject to five <br />conditions, including the applicant obtain and record flowage easements. He said the water <br />resource district is unsure about any negative impacts on the county road ditch and to <br />farmers further downstream, thus the reasoning behind the conditions which must be met by <br />the applicant. Mr. Wolfer said Rush River Water Resource District does not have a problem <br />with approval of the application as long as the conditions outlined by the state are met. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to authorize the county <br />engineer to sign the appropriate easements for the drain application <br />request of David Gulland, subject to the conditions of the State <br />Engineer's Office and subject to the requirements of a standard county <br />utility permit, excluding the depth requirement. Motion carried. <br /> <br />7. RECORDER'S OFFICE, Budaet adiustment from document preservation fund <br />approved <br />Michael Montplaisir, County Auditor, and Jewel Spies, County Recorder, discussed a <br />request for a budget adjustment from the document preservation fund to upgrade software <br />for the index and imaging system. <br /> <br />Mrs. Spies said the software currently used by their office is licensed through Tyler <br />Technologies, who is no longer able to provide technical support and is requiring the system <br />be upgraded. With the upgrade, Tyler Technologies would require the Recorder's Office to <br />replace all existing equipment, which includes scanners, receipt printers, and label printers. <br />She and Terry Schmaltz, Information Technology Director, researched different options and <br />two other companies provided demonstrations of their systems. She recommends the <br />county switch to Computer Software Associates, Inc. who serve 36 other counties in North <br />Dakota-their upgrade will not require replacement of equipment and will save the county <br />around $9,000 per year for support services. <br /> <br />Mr. Montplaisir said the document preservation fund, a special revenue fund, currently has a <br />balance of $120,000. The 2008 budget includes money to replace the server, which is <br />failing, and funds are available for the system upgrade as well. The ideal solution is to <br />replace the server and software at the same time. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to amend the 2008 Document <br />Preservation Fund budget by increasing revenues in the amount of <br />$44,662 and expenditures in the amount of $66,459 to account for <br />additional revenues received and for upgrading the software used to the <br />product offered by Computer Software Associates, Inc. On roll call vote, <br />the motion carried unanimously. <br /> <br />8. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Bennett moved and Mrs. Sorum seconded to approve Voucher No. <br />228,625 through Voucher No. 228,926. On roll call vote, the motion <br />carried unanimously. <br />
