<br />Commission Minutes-August 4, 2008 3385 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />AUGUST 4, 2008 <br /> <br />1. MEETING CALLED TO ORDER <br />Chairman Ken Pawluk called the meeting to order at 3:30 PM with all members present as <br />follows: Scott Wagner, Darrell Vanyo, Robyn Sorum, Vern Bennett and Ken Pawluk. <br /> <br />2. PLEDGE OF ALLEGIANCE <br />Scott Wagner led the Pledge of Allegiance. <br /> <br />3. MINUTES APPROVED <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded that the minutes of the <br />previous meeting be approved as written. Motion carried. <br /> <br />4. AGENDA, Order approved <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to approve the order of the <br />agenda. Motion carried. <br /> <br />5. CONSENT AGENDA APPROVED <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to approve the consent <br />agenda as follows: On roll call vote, the motion carried unanimously. <br /> <br />a. Approve a raffle permit for the Nora Lutheran Church WELCA to be held <br />October 4, 2008, at Nora Lutheran Church in Gardner, North Dakota. <br />b. Contract approval <br />Mutual aid agreements for disaster emergency assistance- <br />Barnes, Steele, Ransom, Richland and Clay Counties. <br /> <br />6. COUNTY DRAIN APPLICATION REQUEST, County enaineer authorized to sian <br />appropriate easements <br />Keith Berndt, County Engineer, and Ray Wolfer, Chairman of the Rush River Water <br />Resource Board, were present. David Gulland, applicant, was also present. <br /> <br />Mr. Berndt said a drainage permit application was received by the Rush River Water <br />Resource District from David Gulland to install drain tile on land located in Section 24 of <br />Empire Township. The State Water Commission approved the application with conditions, <br />including written permission from the county commission. The project involves installation <br />of drain tile into the county road ditch with water flowing a short distance into a natural <br />private ditch which flows across an adjacent section of land. <br /> <br />Mr. Berndt said up until recently very little drain tile was installed and in the past, because <br />requests were infrequent, they were treated like any other utility located within the county <br />highway right-of-way. He recommends approval of the permit subject to conditions required <br />of a standard county utility permit, with the exception of the depth requirement, which does <br />not apply in this case. <br />
