Commission Minutes-August 4, 2008 3387

9. HEAD START RE-ZONING HEARING; YOUTH COMMISSION PICNIC; BUILDINGS &
GROUNDS PROJECTS; JAIL WATER HEATER, Committee reports
Mr. Montplaisir said the Fargo City Commission will hold a re-zoning hearing for the former
Head Start Building at their meeting on Monday, August 11, 2008. He plans to attend the
hearing.

Mrs. Johnson said a picnic for the Cass County Youth Commission will be held Wednesday,
August 6th at 5:00 PM on the Courthouse plaza.

Mrs. Johnson updated the board on buildings and grounds projects including carpet and
window cleaning at the Courthouse and Annex; and seal coating the floor of the jail sally
port, jail loading dock and restrooms at Brewer Lake.

Mrs. Johnson discussed the failure of a hot water heater at the jail. The tank is six years old
and the warranty was for ten years, but pro-rated after five years. If the county were to
replace the water heater tank, the cost would be pro-rated to $9,964. She said when the
latest jail addition was built, a smaller boiler was installed to use during summer months.
She spoke with a representative from Grant's Mechanical, who told her the summer boiler
could have a water heater exchange system added using interruptible gas, which would
save on operational costs. She received a preliminary estimate of $10,000 to convert the
hot water heating to the boiler system. After discussing the item with the county auditor, she
plans to use the jail maintenance fund to cover the costs, and if the budget is short at the
end of the year, she will request a budget adjustment and use funds from the dedicated jail
sales tax fund.

10.
