Mr. Pawluk said <br />department heads need to be informed of the policy in order to administer <br />the policy fairly in all departments. Mrs. Johnson said training funds are <br />available in her budget and she could work to hire the attorney who drafted <br />the policy to speak with department heads on this issue. On roll call vote, <br />the motion carried with ten members voting "Yes" and Mr. Bennett and Mrs. <br />Hogan voting "No". <br /> <br />4. ANNUAL RECLASSIFICATION REQUESTS, Six positions to be forwarded to Fox <br />Lawson <br />Mrs. Johnson said ten reclassification requests were received by the first Monday in May. <br />The policy states that an employee or immediate supervisor may request a reclassification if <br />there is permanent and significant (more than 25%) change in job duties. The policy states <br />reclassification requests require that a current Position Analysis Questionnaire (PAQ) be <br />submitted with written documentation from both the employee and the department head <br />stating the reasons for the request with a list of similar positions. <br /> <br />Mr. Montplaisir is requesting the B21 Principal Secretary position in the Auditor's Office be <br />reviewed. He said the position has changed and 90% relates to management functions with <br />elections. The position will dedicate the majority of his or her time to the election process. <br />Mrs. Johnson said a new PAQ and the existing PAQ were submitted for consideration. <br />MOTION, passed <br />Mrs. Johnson moved and Mr. Wagner seconded to forward the reclassification <br />request for the Auditor's Office Principal Secretary position to Fox Lawson for <br />review. Discussion: If re-graded, the change will become effective January 1 st. <br />Mr. Montplaisir does not plan to hire another employee. Mr. Pawluk questioned <br />the auditor about his role with the election process and Mr. Montplaisir said if <br />he solely handled elections, he would not have time for any other duties. On <br />roll call vote, the motion carried with eleven members voting "Yes" and Mr. <br />Pawluk voting "No". <br /> <br />Mrs. Johnson said initially when the Emergency Managerwas hired, the position used to be <br />part of the Sheriff's Department. Since then, Emergency Management is a stand alone <br />office with the Emergency Manager and one secretarial position. A new PAQ and the <br />existing PAQ were submitted for consideration. <br /> <br />Dave Rogness, Emergency Manager, was present. Mr. Rogness said his responsibilities <br />have changed since he was hired and feels his position should be reviewed. <br />MOTION, passed <br />Mr. Berndt moved and Mrs. Johnson seconded to forward the reclassification <br />request for the Emergency Manager position to Fox Lawson for review. On roll <br />call vote, the motion carried unanimously. <br /> <br />Mrs. Johnson said a new PAQ and the existing PAQ were submitted for the GIS <br />Coordinator. Mr. Montplaisir said initially the duties of the position were technical. Since <br />then, the position coordinates the GIS system throughout the county and handles the daily <br />supervision of one staff person who was hired a few years ago. However, the performance <br />review for the added employee is still done by the department head. <br />
