Building Committee-February 16, 2007 2

Information Technoloqy
Mrs. Johnson said Information Technology currently is located on two floors and with a
new addition, should be in one location. She said the office works closely with the
Auditor, Treasurer, Recorder and Tax Director and should be located in close
proximity to each other. The information technology hub needs to be moved from the
basement to a location above ground to protect against flooding,

District Court
Judge Webb said according to state standards, the East Central Judicial District Court
is short two judicial officers. He said more courtrooms and conference rooms are
needed and noted a lack of meeting rooms for attorney/client conversations, He said
their district also includes Steele and Trail! Counties, who each have one courtroom
and that 90% of their cases are from Cass County.

Mrs, Johnson asked if Cass cases may possibly be heard in Steele and Traill
Counties, if necessary. Judge Webb said this not been addressed before, but that it
may be a possibility. The State Supreme Court Chief Justice would need to make a
determination on this issue.

Reqional Child Support
Mr. Wagner said the existing space appears to be working well for the Regional Child
Support Office, The department expressed a need for extra conference rooms. He
said a bill is being considered this legislative session to make Regional Child Support
a state office, Mrs. Johnson said the department serves six counties and pays Cass
County to rent their office space.

Sheriff
Mr, Wagner said the survey was completed last year and suggested the new sheriff be
given the opportunity to provide comments about space needs.

Mrs. Johnson said a secure holding area for inmates awaiting court appearances is a
very pressing issue and needs to be addressed with a new addition, The committee
discussed the Sheriff's Department being located at the new jail site and Mrs. Johnson
said when the new jail was built, the site plan was drafted to allow administrative
offices in the future,

State's Attorney
Committee members were in agreement the State's Attorney Office is a core
department and should be located at the main campus. The department predicts an
increase in staff over the next 15 to 20 years and has no room for any additional
employees. Mrs. Johnson said an additional attorney was hired this year and is
housed in the office of the former investigator for Regional Child Support.

Extension Services
Mr. Wagner said Extension Services may be interested in co-locating at a satellite
office and would like their department to be more accessible to the public. They are
currently located in the basement of the Annex and also partner with North Dakota
State University, Mrs. Johnson said this department has some interaction with Social
Service clients who use Extension's Food Nutrition and/or Child Care Programs.
