Building Committee-February 16, 2007 3

Social Services
Mrs. Johnson said the addition to the Annex became operational in 1996 with the new
space anticipated to last between 20 to 25 years, Social Services currently use all the
space provided to them, which is full after only 10 years in the facility, In the past, this
department has been located off-site and a satellite office may be a possibility in the
future.

Veterans Service
The Veterans Service Office has four full-time staff and is located on the 4th floor of the
Annex. The department is concerned about the increasing veteran population and has
requested additional space for their filing system.

Citv of Farqo Municipal Court
Mr, Wagner said the county's core needs and responsibilities are more in totality than
the amount of space available. He feels the city should be informed about this issue.

Judge Webb said if the city's municipal court was located with district court, it may be
convenient for the public; however, the county has to balance the limited space needs
with the core components as opposed to including a branch of city government. He
also said limited parking is an issue.

Mr. Vanyo requested the City of Fargo be contacted to see if they remain serious
about participating and partnering with the county and inform them of the county's
space needs. Mrs, Johnson will contact the city about this item,

4. COMMITTEE RECOMMENDATIONS
Mr. Wagner wants to move forward with the process and request county commission
approval to hire an architect and/or submit a request for proposals; however,
yesterday the State House of Representatives passed HB 1051 that will set mill levy
cap limitations on county government, including home rule charter counties, He said
because of how the caps are structured, a building addition may not be possible,

Committee members agreed to wait before making any decisions and a meeting will
be scheduled for early May, after the legislative session has ended, to continue the
discussion. Judge Webb suggested committee members tour the courtrooms at the
Clay County Courthouse.

5. ADJOURNMENT
MOTION, passed
On motion by Mr. Vanyo, seconded by Judge Webb and all voting
in favor, the meeting was adjourned at 3:10 PM.

Minutes prepared by Heather Worden, Administrative Assistant
