<br />Building Committee-September 12, 2007 1 <br /> <br />CASS COUNTY BUILDING COMMITTEE <br />SEPTEMBER 12, 2007-4:00 PM <br /> <br />1. MEETING TO ORDER <br />Committee Chairman Scott Wagner called the Cass County Building Committee <br />meeting to order on Wednesday, September 12, 2007, at 4:00 PM with the following <br />members present: County Commissioner Darrell Vanyo; County Auditor Michael <br />Montplaisir; County Administrator Bonnie Johnson; East Central Judicial District Judge <br />Doug Herman and County Commissioner Scott Wagner, Also present was State's <br />Attorney Birch Burdick. <br /> <br />2. MINUTES APPROVED <br />MOTION, passed <br />Mr. Montplaisir moved and Mr. Herman seconded that the minutes <br />of the previous meeting be approved as written. Motion carried. <br /> <br />3. FUNDING/FINANCIAL UPDATE <br />Mr. Montplaisir provided a memo to committee members outlining funding options as <br />well as the balance available in the building fund. The concept proposal presented six <br />years ago in 2001 estimated a cost of approximately $9.5 million to construct a four- <br />level addition, including a basement, with skyways between the courthouse and <br />annex. He said the cost today would be about $13 million, considering an inflation rate <br />of 5% per year. Mr. Montplaisir said the building fund has a balance of $8,3 million, <br />with fund increases received from estate taxes and interest income, <br /> <br />Mr. Vanyo suggested the committee consider a building layout to provide for <br />immediate space needs with room for expansion. Mrs. Johnson said the annex <br />addition was constructed similarly with the fourth floor completed but left unfinished <br />until additional office space was needed. <br /> <br />4. CONTRACT FOR PROFESSIONAL SERVICES REVIEW <br />Mr, Burdick said the county commission approved an agreement with Foss <br />Architecture & Interiors in June 2001 for design and architectural services for an <br />addition to the courthouse. The initial cost of the contract was $392,500 with $10,000 <br />previously paid for their services. He said schematic drawings were completed in <br />2001. Mrs, Johnson said a land survey and geotechnical borings were also done at <br />the same time. <br /> <br />Mr. Burdick suggested a meeting be arranged with Foss Architecture & Interiors to <br />discuss moving forward with the project, to consider how space needs have changed, <br />and to look at the costs involved as a result of any changes since 2001. <br /> <br />Mr. Wagner said the commission considered several building concepts and the last <br />proposal doubled the project cost. He said concern over costs resulted in a decision <br />by the county commission to delay construction of a new addition. <br /> <br />5. RECOMMENDATIONS <br />The chairman asked for input from the committee on how to proceed. Mr. Vanyo <br />suggested a meeting be arranged with Foss Architecture & Interiors to discuss what <br />
