Building Committee-February 16, 2007 1

CASS COUNTY BUILDING COMMITTEE
FEBRUARY 16, 2007-1 :30 PM

1. MEETING TO ORDER
Committee Chairman Scott Wagner called the Cass County Building Committee
meeting to order on Friday, February 16, 2007, at 1 :30 PM with the following members
present: County Commissioner Darrell Vanyo; County Coordinator Bonnie Johnson;
East Central Judicial District Judge Wade Webb and County Commissioner Scott
Wagner. County Auditor Michael Montplaisir was absent.

2. MINUTES APPROVED
MOTION, passed
Judge Webb moved and Mr. Vanyo seconded that the minutes of the
previous meeting be approved as written. Motion carried.

3. REVIEW OF SPACE SURVEY
Mrs, Johnson said after the last meeting, a space survey was sent to departments and
this past December, the results were sent to committee members, county
commissioners and county departments.

Mr, Vanyo asked Mrs. Johnson to prepare a chart that includes current department
full-time equivalents (FTE), square footage of each department, ratio of space per
FTE's, anticipated increase in FTE's and those offices that use off-site storage. He felt
the data will help with the space planning process. He also discussed projected
population figures and demographic information for the next 20 to 30 years,

Mr. Wagner said the county needs to consider the wants and needs of each
department in relation to the amount of dollars available, which are limited. He said
the survey shows an urgent need for additional space and the county must consider
the most pressing requests and determine the core departments that should remain at
the Courthouse campus and offices that may be located at another site.

Committee members reviewed the survey by department as follows:

AuditorlTreasurer/RecorderlT ax Director
Committee members were in agreement the Auditor, Treasurer, Recorder and Tax
Director are core offices used regularly by citizens and should remain at the
Courthouse campus.

Coordinator/PersonnellBuildinas and Grounds
Mrs. Johnson outlined the administrative functions under her direction, The committee
agreed they are centralized core functions.

Mrs, Johnson said the mechanical and electrical systems as well as the generator
were removed from the basement of the old jail when the building was demolished and
moved into the alley behind the Courthouse, A new addition will need to include space
for a mechanical room. She also noted that plans previously drawn up included a
skyway between the Courthouse and Annex across 10th Street South. This will allow
for routing of communications wire, instead going under the street, as currently exists,
The Building and Grounds staff are located in a small, temporary garage and will need
to be relocated into the new building, A loading dock is also a high priority,
