MEETING TO ORDER
Committee Chairman Scott Wagner called the Cass County Building Committee meeting
to order on Wednesday, April 9, 2008, at 4:25 PM with the following members present:
County Auditor Michael Montplaisir; County Administrator Bonnie Johnson; County
Commissioner Darrell Vanyo; and County Commissioner Scott Wagner. East Central
Judicial District Judge Doug Herman was absent due to a family emergency,

2. MINUTES APPROVED
MOTION, passed
Mr. Vanyo moved and Mr. Montplaisir seconded that the minutes of the
previous meeting be approved as written. Motion carried.

3. REVIEW CORRESPONDENCE FROM COMMISSIONER SORUM
Mr. Wagner said Commissioner Robyn Sorum was unable to attend the interviews with
consultants last month and has since submitted her comments regarding space needs
and financial issues to committee members for their review.
MOTION, passed
Mr. Montplaisir moved and Mr. Vanyo seconded to forward the
comments from Commissioner Robyn Sorum to Dennis Kimme and
Rick Hoganson. Motion carried.

4. REVIEW KIMME & ASSOCIATES CORRESPONDENCE
Dennis Kimme from Kimme & Associates provided correspondence outlining general
observations from interviews held last month. Mr. Wagner reviewed the correspondence
with committee members, The consultant's observations included comments regarding
the west addition project as well as discussion during the interviews about a complete
criminal justice center to be located at the jail site.

Mr, Wagner referred to the amendment to the 2001 contract with Foss Architecture &
Interiors for a Courthouse west addition and the current space needs analysis and scope
of services, He indicated parts of the general observations outlined in some of the
consultant's correspondence are not consistent with the contract addendum or the scope
of services approved by the subcommittee. He asked committee members for input on
the current scope of services and how they relate to the general observations in the
correspondence submitted by Mr. Kimme.

Mr, Vanyo wants to visit with the consultants regarding the general observations before
making a decision on whether to change the scope of services, He said they still have to
tour the Annex. He suggested they attend the next meeting to answer questions of the
committee. Mr. Wagner does not believe a complete wholesale re-Iocation of
departments is part of the current scope of services.

Mr. Montplaisir said the committee needs to decide whether the west addition will be built
allowing for space needs through the next 25 years or whether the addition will include a
certain amount of square footage with a determination to be made on how to fill the
space.
