<br />Building Committee-November 14, 2007 2 <br /> <br />The reason for this decision was based on lack of pressing needs for necessary <br />and essential improvements, as required by the grant guidelines, Also, with <br />discussions and planning for a new addition and the possible court component, <br />the county may be in a better position next year to apply for grant funding. <br /> <br />5. HEAD START BUILDING OPTIONS <br />Mr. Wagner said the county owns a building located at 57 11th Avenue North in <br />Fargo, For several years the Southeastern North Dakota Community Action <br />Agency (SENDCAA) leased the building for their Head Start classrooms, <br />SENDCAA decided to not renew their occupancy lease with the county and <br />vacated the building this past week, However, they plan to continue operating <br />and managing two upper level apartments according to terms outlined in a <br />rehabilitation grant agreement between the City of Fargo and SENDCAA, <br /> <br />Mr, Wagner does not see a county-related adaptable use of the building, Mr, <br />Montplaisir said the cost to remodel the building would be expensive. He toured <br />the facility with Steve Stoner, a local realtor and developer, who said <br />condominiums may be the best use of the site. Mr. Montplaisir believes the cost <br />for the county to maintain the building would be around $30,000 per year, He <br />said one of the apartments is vacant and the other has a tenant. He does not <br />foresee any county departments moving to this location, Mrs. Johnson has <br />toured the facility and does not believe the space is adaptable for county offices, <br />MOTION, passed <br />Mrs. Johnson moved and Judge Herman seconded to allow <br />the county auditor to bring this matter to the Cass County <br />Commission, who could solicit proposals for the sale of <br />county property at 57 11th Avenue North in Fargo. <br />Discussion: Mr. Burdick suggested the county may want to <br />consider selling the property to another organization at a <br />discounted price. Motion carried. <br /> <br />Mr, Montplaisir plans to meet with Jim Gilmore from the Fargo City Planning <br />Office to discuss the continuation of the grant agreement for the two apartments <br />located within this building. <br /> <br />6. NEXT MEETING <br />The next meeting will be held Wednesday, December 12th at 4:00 PM. <br /> <br />7.
