<br />Building Committee-November 14, 2007 1 <br /> <br />CASS COUNTY BUILDING COMMITTEE <br />NOVEMBER 14, 2007-4:00 PM <br /> <br />1. MEETING TO ORDER <br />Committee Chairman Scott Wagner called the Cass County Building Committee <br />meeting to order on Wednesday, November 14, 2007, at 4:00 PM with the <br />following members present: County Auditor Michael Montplaisir; County <br />Administrator Bonnie Johnson; East Central Judicial District Judge Doug <br />Herman; and County Commissioner Scott Wagner. County Commissioner <br />Darrell Vanyo was absent. Also present was State's Attorney Birch Burdick, <br /> <br />2. MINUTES APPROVED <br />MOTION, passed <br />Mrs. Johnson moved and Judge Herman seconded that the <br />minutes of the previous meeting be approved as written. <br />Motion carried. <br /> <br />3. COURTHOUSE WEST ADDITION, Contract addendum approved <br />Mr. Wagner said after the last meeting, Rick Hoganson from Foss Architecture & <br />Interiors submitted an addendum to their original contract approved in 2001 with <br />the county for an addition to the courthouse. Mr. Hoganson also provided <br />information about recent courtroom design and construction projects completed <br />by Kimme & Associates. The committee has reviewed the changes outlined in <br />the addendum. <br /> <br />Mr. Wagner said compensation to be paid to Foss shall be 7,5% of the actual <br />construction costs based on an estimated budget of $9 million. This amendment <br />includes security consulting fees to be paid to Kimme & Associates. Also, <br />Kimme & Associates submitted a fee proposal for the courtroom programming <br />and design services in the amount of $62,100, which will be added to the <br />"percent of construction" compensation. Mr, Burdick suggested that wording of <br />Article 1.5.1 of the contract be clarified in writing to make sure everyone <br />understands the compensation component. <br /> <br />Judge Herman said after reviewing the information provided, he believes Kimme <br />& Associates has knowledge in courtroom and security designs, He said after <br />discussions with Chief Justice Gerald VandeWalle, the state has agreed to <br />provide $25,000 to help pay for the court consulting fees. Mrs, Johnson is willing <br />to contact the judge in Dodge County, Wisconsin, regarding the level of service <br />provided by Dennis Kimme, <br />MOTION, passed <br />Mr. Montplaisir moved and Judge Herman seconded to <br />approve the addendum for professional services submitted by <br />Foss Architecture & Interiors and to forward to the Cass <br />County Commission for their consideration. Motion carried. <br /> <br />4. COURT FACILITIES IMPROVEMENT GRANT PROCESS <br />Mr. Wagner said the county commission decided at their last meeting to not <br />apply for grant funding through the Court Facilities Improvement Committee in <br />2008. <br />
