HEAD START BUILDING, Authorize auditor to advertise for bids Michael Montplaisir, County Auditor, said the commission authorized the sale of the former Head Start building, located at 57 11th Avenue North in Fargo, for $1.00 to the Fargo Housing Authority. The housing authority planned to demolish the building and build townhouses; however, after community opposition to their plan, the housing authority withdrew their request to purchase the property from the county. Mr. Montplaisir and Bonnie Johnson, County Administrator, have met with a local historical preservation group twice and have toured the building. He recommends the commission sell the property through a sealed bid process. State law requires an advertisement be published for three consecutive weeks. He said, if approved, all bids must be submitted b~ 10:00 AM on March 17, 2008, and the commission will consider bids at their March 17t meeting. MOTION, passed Mr. Bennett moved and Mr. Wagner seconded to authorize the county auditor advertise for bids and hold an open house for the property located at 57 11th Avenue North, Fargo. Discussion: Mrs. Johnson said the advertisement will be forwarded to the local historical preservation group, who plans to include the ad in a brochure they are preparing regarding the sale of the building. On roll call vote, the motion carried unanimously. 11. VOUCHERS, Approved MOTION, passed Mr. Vanyo moved and Mrs. Sorum seconded to approve Voucher No. 224,262 through Voucher No. 224,630. On roll call vote, the motion carried unanimously. 12. RED RIVER VALLEY FAIR; EAP TRAINING SESSIONS; JAIL CLAY COUNTY INMATES; AUTOMATED ATTENDANCE SOFTWARE PACKAGE; MARCH 3RD COMMISSION MEETING, Committee reports Mr. Vanyo will meet with Bryan Schulz, Red River Valley Fair Manager, to discuss county funding of their organization. After he has met with Mr. Schulz, he will schedule the item on a future commission agenda for consideration. Mrs. Sorum left the meeting at 4:05 PM. Mrs. Johnson said Employee Assistance Program (EAP) training sessions will be held this week for employees and supervisors. Mrs. Johnson said beginning next month, Clay County inmates will be housed in one of the new pods at the Cass County Jail. Mrs. Johnson and staff from the personnel office attended a demonstration for an automated timecard and attendance software package. After the demonstration, she submitted several questions to the vendor and is awaiting a response. She will update the commission on this item after she receives additional information from the vendor.
