Commission Minutes-February 19, 2008 3327 Shall Cass County Government be authorized to implement and collect a one half of one percent sales tax as outlined in Resolution #2008-4 for a period of twelve consecutive years from and after October 1, 2008, to be used exclusively for the implementation of the Growth Plan for economic development, including debt obligations related to implementation of the Growth Plan incurred after October 1, 2008, in Cass County in accordance with the Growth Plan and such Resolution. ORDINANCE #2005-2 AMENDED, Second readina/adoption of Over Dimension Vehicle Reaulations Keith Berndt, County Engineer, was present to discuss revisions to Ordinance #2005-2, Over Dimension Vehicle Regulations. The first reading of the amended ordinance was held last month. He said the North Dakota Department of Transportation changed designations on restricted roads within the state highway system and the changes are administrative in nature. He recommends the second reading be held today and the ordinance be adopted. MOTION, passed Mr. Vanyo moved and Mr. Bennett seconded to approve the second reading and adopt amended Ordinance #2005-2, Over Dimension Vehicle Regulations; and amend Cass County Commission Policy Section 9.90 to regulate vehicle dimensions and weights on Cass County highways. On roll call vote, the motion carried unanimously. 9. ROAD DEPARTMENT, Storm water pollution prevention plan/annual public meetina Tim Solberg, County Planner, said a copy of the 2007 Permit Year Annual Report was provided prior to today's meeting regarding the Cass County Storm Water Pollution Prevention Plan. He said the county commission is required to hold a public input meeting annually, in addition to submitting this report. A notice was published in the official county newspaper indicating this is the time and date for public input on the program. Mr. Solberg did not receive any written comments on the plan prior to today's meeting. He said the City of Fargo has taken on educational efforts of the program. Mr. Pawluk asked if the plan addresses agricultural run-off. Mr. Berndt said agricultural drainage is not covered under the EPA rules. No one from the public requested to comment on the proposed plan. MOTION, passed Mr. Wagner moved and Mrs. Sorum seconded to receive the 2007 annual report on Cass County's Storm Water Pollution Prevention Plan. On roll call vote, the motion carried unanimously.
