<br />Commission Minutes-January 22,2008 3315 <br /> <br />emergency management and other public requirements, it is necessary for city <br />officials to consider build out requirements that may occur 25 or more years <br />into the future; <br /> <br />WHEREAS, City planning officials are in the best position to understand and plan for the <br />future needs of the city; <br /> <br />WHEREAS, It is necessary for city officials to have adequate statutory authority to <br />effectively plan for future needs; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Cass <br />County, North Dakota that the Cass County Commission supports statutory provisions that <br />allow cities over 25,000 in population to exercise 4 mile extraterritorial zoning and <br />subdivision authority and cities over 5,000 in population, but less than 25,000, to exercise 2 <br />mile extraterritorial zoning and subdivision authority. <br /> <br />10. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to approve Voucher No. <br />223,467 through Voucher No. 223,901. On roll call vote, the motion <br />carried unanimously. <br /> <br />11. HEAD START BUILDING; SECURITY TRAINING; JAIL ADDITION; BUILDINGS AND <br />GROUNDS PROJECT; BUILDING COMMITTEE; GFMEDC SALES TAX, Committee <br />reports <br />Bonnie Johnson, County Administrator, said she and the county auditor met last week with <br />two representatives from the Fargo Historic Preservation Committee to discuss possible <br />uses for the former Head Start building. Mr. Montplaisir said the county will either advertise <br />for bids or some other competitive process since the Fargo Housing Authority did not <br />receive positive comments from residents of the surrounding neighborhood about possible <br />low income housing in the area. <br /> <br />Mrs. Johnson said the Sheriff's Department conducted an eight-hour training session on <br />security and lock down procedures at the Courthouse last weekend. <br /> <br />Mrs. Johnson said final bills for the jail addition were approved by the board today. <br /> <br />Mrs. Johnson said buildings and grounds employees are working on a lighting project at the <br />Highway Department. <br /> <br />Mr. Wagner said the Building Committee met last week and a subcommittee was appointed <br />to hold interviews with department heads regarding space needs. <br /> <br />Mr. Wagner attended an executive meeting of the Greater Fargo Moorhead Economic <br />Development Corporation (GFMEDC) to discuss ballot language for the sales tax question <br />to be placed on the primary election ballot. <br />
