<br />Commission Minutes-January 22,2008 3313 <br /> <br />been held in all political subdivisions, except for Valley City-a public hearing will be held <br />tonight. A joint powers agreement has been drafted to be signed by all participating <br />jurisdictions. <br /> <br />The chairman opened the public hearing for comments. Mr. Fuhrman said through the <br />process of becoming a non-profit entity, the intent is to stabilize the system to help recruit <br />and employ additional physicians; participate in charity care; and compete on a level playing <br />field with local competitors. Mr. Pitzer said the process will be invigorating by allowing <br />upgrades to existing sites and assisting with physician recruitment. Dr. Mahoney thanked <br />the commission for their assistance. <br /> <br />Hearing no further comments, the chairman closed the public hearing. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to adopt Resolution #2008- <br />2, Relating to Revenue Bonds on Behalf of Essentia Health; Authorizing <br />the Issuance and Sale Thereof Pursuant to Municipal Industrial Act of <br />1955, NDCC 40-57; and the Execution of Documents. On roll call vote, <br />the motion carried unanimously. <br /> <br />7. ORDINANCE #2005-2 AMENDED, First readina on Over Dimension Vehicle <br />Reaulations <br />Keith Berndt, County Engineer, was present to discuss revisions to Ordinance #2005-2, <br />Over Dimension Vehicle Regulations, adopted by the county commission in 2005. Recently, <br />the North Dakota Department of Transportation changed designations on restricted roads <br />within the state highway system and Mr. Berndt is suggesting the ordinance be amended to <br />reflect the changes. He believes the new designations will be easier for haulers to <br />understand and are consistent with Minnesota. He said if the revised ordinance is <br />approved, spring load restriction signs will need to be replaced at a cost of around $3,000. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to approve the first reading <br />of Amended Ordinance #2005-2, Over Dimension Vehicle Regulations, <br />direct that appropriate notice be published, and schedule the second <br />reading of the ordinance for February 19, 2008. On roll call vote, the <br />motion carried unanimously. <br /> <br />8. ROAD DEPARTMENT, Authorize chairman to sian comment letter reaardina Harwood <br />bike and pedestrian improvement proiect <br />Mr. Berndt received correspondence from Houston Engineering regarding North Dakota <br />Department of Transportation roadway improvements to Interstate 29 from the North Fargo <br />interchange on Cass County Highway 20 north to the Sheyenne River in northbound and <br />southbound lanes located in Reed Township and Harwood Township. The letter requested <br />comments from the county regarding proposed developments in the area. He said the <br />county has applied for grant funding to improve a bicycle and pedestrian path in the City of <br />Harwood and the Fargo Moorhead Metropolitan Council of Governments has completed a <br />study on improvements which will be made in support of the Harwood project. He is <br />requesting the chairman sign a letter to Houston Engineering asking for their consideration <br />to build the proposed bicycle and pedestrian path in Harwood. <br /> <br />Mr. Pawluk said this project will raise Interstate 29 and he questioned how this will affect <br />drainage and water outlet concerns to residents who live upstream.
