PERMIT FOR SUNDAY ALCOHOL SALES, Approved for Club 94 on February 1st <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to approve a Sunday alcohol <br />beverage permit for the Club 94 at their establishment near Casselton, <br />North Dakota, on the date of February 1, 2004, for Super Bowl Sunday, <br />according to a letter from Brenda Hocking, owner. On roll call vote, the <br />motion carried unanimously. <br /> <br />12. CONTRACT APPROVAL, City of Farao: North Dakota Department of Transportation <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to approve the following <br />contracts submitted by respective department head, subject to state's <br />attorney approval, and authorize the chair to sign: <br /> <br />City of Fargo--boarding prisoners in the Cass County jail at the rate of $60.00 <br />per day per prisoner and an initial booking fee of $10.00 per prisoner; <br />North Dakota Department of Transportation--grant amendment for 100% <br />federal funding in the amount of $1 ,500.00 for a training activity related to <br />alcohol enforcement. <br /> <br />13. EMERGENCY SERVICES COORDINATOR, Appointment of Dave Roaness <br />Bonnie Johnson, County Coordinator, provided background information on the combined <br />emergency services department with the City of Fargo. She said the Personnel Overview <br />Committee met earlier today to recommend a salary of $40,376, which is step 3 in the C42 <br />pay grade for the position of coordinator. <br /> <br />Mrs. Johnson introduced David Rogness, who was selected by a joint powers subcommittee <br />after interviewing five candidates out of 21 applicants for the position of emergency services <br />coordinator. Mr. Rogness is a 30-year employee of the City of Fargo Police Department, <br />currently serving as a Deputy Chief of Police. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to appoint David Rogness as <br />the new Emergency Services Coordinator at step 3 of the C42 pay grade, <br />with a start date of March 4, 2004. On roll call vote, the motion carried <br />unanimously. <br /> <br />14. JOINT DISPATCH, Update on the Red River Reaional Dispatch Center <br />Kathy Colvin, Director of the Red River Regional Dispatch Center, reported on the combined <br />dispatch services for Cass and Clay Counties, along with the Cities of Fargo and Moorhead. <br />She said the combined center is a fine example of the cooperative efforts on the part of the <br />communities involved and commended the Cass County Commission for their support. <br /> <br />Mrs. Colvin said 19,000 calls for service were handled within the first 20 days that the center <br />was open in their new location. This number included both emergency and non-emergency <br />calls. Mr. Meyer asked if the response time has changed with the large number of calls <br />coming into one dispatch center, and Mrs. Colvin said they trust the response time will be <br />enhanced, citing their ability to communicate faster having all of the dispatchers and <br />equipment in one building and on the same floor. <br />
