Bowker, Programming/Staff Needs Analysis <br /> <br />Project Description: <br />· Replacing an existing old jail facility with a new four-story secure courts tower <br />at the intersection of the existing courthouse and a new jail addition was the <br />challenge in this project. <br />· The Secure Courts addition was Phase 2 of a three phase master plan with the jail <br />addition being the first phase. That phase is fully constructed and operational. <br />· The proposed secure courts facility is to be directly linked to the jail addition <br />thus correcting security deficiencies. The result was the highest level of secure <br />inmate movement efficiency possible. <br />· The courts design is for a four story facility providing six secure jury <br />courtrooms, and two commissioners hearing rooms for initial intakes, thus <br />measurably increasing court capabilities in this rapidly growing suburb of <br />Milwaukee. <br />· The design process involved examining various levels of construction consistent <br />with the county budget. <br />· A single, secure checkpoint provides for better public movement control and <br />efficiency. However, controlled staff access to the existing courthouse was <br />provided at multiple levels for staff convenience. <br />· Covered parking for the judiciary was provided at the ground level below the <br />adjacent jail addition. <br />· Court support includes clerks fine payment rooms adjacent to the intake courts, a <br />professional work room, a bailiffs briefing room, and public waiting areas. <br />· Development of video visiting and conferencing to solve staff-intensive inmate <br />movement issues has been featured. <br />
