<br />Commission Minutes-November 5, 2007 3283 <br /> <br />h. Contract approval <br />- Juvenile Accountability Block Grant (JABG) program-certification of <br />award for funds submitted by the Cass County Juvenile Crime <br />Enforcement Coalition for the federal fiscal year 2007. <br /> <br />6. TAX-FORFEITED PROPERTY, Public hearina on appraisal <br />Michael Montplaisir, County Auditor, said an additional property was forfeited for delinquent <br />taxes since the last meeting when minimum sales prices were approved. The parcel is <br />located in Chateau Cheyenne Subdivision to the City of West Fargo and the city has been <br />notified. He is recommending a minimum sales price of $30,000 for the property. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to set the minimum sales <br />price at $30,000 for a property in Chateau Cheyenne Subdivision to the <br />City of West Fargo. On roll call vote, the motion carried unanimously. <br /> <br />Today is the date and time advertised for a public hearing on the appraisal of tax-forfeited <br />property. Chairman Wagner opened the public hearing and hearing no comments from the <br />audience, closed the public hearing. <br /> <br />7. REGIONAL CHILD SUPPORT ENFORCEMENT, Lease of office space approved <br />throuah March 31. 2008 <br />John Waller, Administrator for the Fargo Regional Child Support Enforcement Unit <br />(RCSEU), was present to discuss office space used by their department on the third floor of <br />the south addition to the Cass County Courthouse. The RCSEU paid $64,711 in rent for <br />calendar year 2007. They are currently leasing 4,990 square feet, which takes into account <br />the space being used by an employee of the State's Attorney, and amounts to $12.97 per <br />square foot. He has looked at space alternatives and identified three properties as possible <br />options. He said prices for office space range from $14 to $18 per square foot. <br /> <br />A proposal for 2008 has not been negotiated and according to Mr. Waller, the state is <br />unable to pay more than the county's demonstrated costs. Michael Montplaisir, County <br />Auditor, said based on the cost allocation plan from 2005 the approximate cost per square <br />foot is $17.03. The figure was computed using buildings and grounds costs allocated to the <br />courthouse, 2% depreciation per year on the south addition, security costs and parking lot <br />costs. The current rate being paid by RCSEU was established in 2000 and has not been <br />adjusted since that time. <br /> <br />Mr. Waller said the RCSEU realizes the serious space needs of other county departments <br />but prefers to stay in their current location; however, if this is not possible, he believes their <br />department may be able to move to another location by March 31, 2008. He believes this <br />will provide enough time to find a site and handle the necessary details of moving to another <br />building. <br /> <br />Mr. Wagner thanked Mr. Waller and his staff for the work they provide to the county. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded the Cass County <br />Commission authorize and lease office space on the third floor of the <br />Cass County Courthouse to the Fargo Regional Child Support <br />Enforcement Unit through March 31, 2008, at a cost of $17.03 per square <br />foot. On roll call vote, the motion carried unanimously. <br />
