Commission Minutes-October 15, 2007 3279

6. TAX-FORFEITED PROPERTY, Appraisals
County Auditor Michael Montplaisir provided a list of real estate forfeited to Cass County for
delinquent taxes, pursuant to North Dakota Century Code Chapter 57-28. The list shows
the minimum sales price as recommended by the county auditor and the director of tax
equalization as well as photographs of each parcel. Mr. Montplaisir said 24 properties were
forfeited to the county for five years of unpaid taxes. Two properties are former school
buildings located in Argusville and under a law enacted a few years ago the county was
able to deed the properties back to the Northern Cass School District.

Mr. Montplaisir requested the minimum sales price for a house in Davenport City be
reduced from $20,000 to $15,000 because additional legal work may be required by the
purchaser to clear the title on this property because of a number of un-recorded contracts
for deed. Also, five lots in Walburg Township need to be cleaned up and he prefers to wait
and sell them as one parcel next year. Several years ago a fire damaged a house on one of
the lots. He has spoken with the county engineer, who may be able to assist in the clean up
process.

The auditor's office will send a letter to the respective city auditors and township clerks,
informing them of the minimum sales price and date of the public hearing. Owners have
until the auction to redeem their property by paying the total of taxes, interest, and penalties.
The annual tax sale will be held in the auditor's office at 10:00 AM on November 20,2007.
MOTION, passed
Mr. Vanyo moved and Mrs. Sorum seconded to set the minimum sales
price on tax-forfeited properties according to the list provided by the
county auditor and the county director of tax equalization as amended
with the reduced price for a house in Davenport City and the exclusion of
five lots in Walburg Township. On roll call vote, the motion carried
unanimously.

7. EXTENSION SERVICES, ParentinQ Resource Center budQet adiustments approved
Extension Agent Brad Cogdill and Parenting Resources Coordinator Angela Berge were
present to discuss a budget adjustment request involving three grants for the Parenting
Resource Center.
