<br />Commission Minutes-October 1 , 2007 3275 <br /> <br />Mr. Rogness said applications were received from local entities and were reviewed by the <br />Local Emergency Planning Committee (LEPC) and the Cass Fargo Emergency <br />Management (EM) Board. The EM Board approved the spending plan and is <br />recommending approval by the Cass County Commission and Fargo City Commission. <br />MOTION, passed <br />Mr. Pawluk moved and Mrs. Sorum seconded to approve the 2007 <br />Homeland Security and 2007 Law Enforcement Terrorism Prevention <br />Program grant spending plans for Cass County. On roll call vote, the <br />motion carried unanimously. <br /> <br />7. RESOLUTION #2007-20, AuthorizinQ Issuance of Improvement Warrants and <br />Exchanaina for Refundina Improvement Bonds for Street Improvement District No. <br />2007 -1 <br />Mike Manstrom from Dougherty & Company LLC and Attorney John Shockley from Ohnstad <br />Twichell P.C. were present. The commission approved the creation of Street Improvement <br />District No. 2007-1 on July 2, 2007, to pave streets within Granberg's and Amber Plains <br />Subdivisions. The resolution being considered today will authorize the sale of the bonds to <br />cover the cost of the project in the amount of $365,000. Mr. Manstrom said the request is <br />for a 15-year bond issue at an interest rate under 4% %, which is a marketable rate and is <br />cost effective. <br /> <br />Mr. Pawluk asked about county obligation relating to the bond. Mr. Manstrom said <br />benefiting property owners will pay back the bond; however, in the event of a shortfall, the <br />county may issue a general obligation bond. County Auditor Michael Montplaisir said the <br />possibility of not collecting the special assessments is not likely to happen. <br />MOTION, passed <br />Mr. Pawluk moved and Mrs. Sorum seconded to approve Resolution <br />#2007 -20, Authorizing the Issuance of Improvement Warrants and <br />Exchanging Them for $365,000 Refunding Improvement Bonds of 2007 <br />for Street Improvement District No. 2007-1. On roll call vote, the motion <br />carried unanimously. <br /> <br />8. ROAD DEPARTMENT, Grant applications for City of Harwood pedestrian and bicycle <br />crossina approved <br />Keith Berndt, County Engineer, was present. He is recommending the county apply for a <br />Safe Routes to School (SRTS) grant through the North Dakota Department of <br />Transportation in the amount of $391,444 to construct a pedestrian and bicycle bridge <br />crossing Interstate 29 and adjacent to Cass County Highway 22 in the City of Harwood. <br />The county applied for a 2008 grant, but was unsuccessful. SRTS funding cannot exceed <br />$150,000 and he asked the state to consider this application along with Transportation <br />Enhancement Program funding in order to complete the project. Mr. Berndt said the <br />Department of Transportation has planned construction along Interstate 29 in 2009 and may <br />also be able to provide financial assistance in conjunction with their construction project. <br />The city will contribute $50,000 and he recommends the county share additional costs not to <br />exceed $30,000. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Pawluk seconded to authorize the chairman <br />to sign an application for a 2009 Safe Routes to School grant for a <br />pedestrian and bicycle crossing adjacent to Cass County Highway 22 in <br />the City of Harwood with an estimated construction cost of $391,444 <br />
