TE program guidelines allow for 80% of the
project be funded by TE funds. The City of Harwood has been able to
secure $50,000 to help fund the project and I would recommend that Cass
County share additional costs not to exceed $30,000.

The DOT accepts applications for TE funds once a year. The deadline for
2009 TE fund requests is November 21,2007. DOT rules allow only
Counties and Cities with populations over 5000 to apply for TE Funds
directly, therefore Harwood can not apply directly for these grants so the
County has to act as a sponsor in order for the project to be eligible.

SUGGESTED MOTION: Authorize Chairman to sign an application for
a 2009 Transportation Enhancement grant for a bicycle and pedestrian
crossing adjacent to Cass County Highway 22 with an estimated
construction cost of$391,444, and a cost share by Cass County Government
not to exceed $30,000.

J:\Admin-Eng\Commission Corrsp\2007 Commission Correponrlence\Agenda Memo for Oct I agenda Harwood bike path TE Funds.doc
