SRTS funds cannot exceed $150,000 so we have asked
the DOT to consider this project along with the Transportation
Enhancement Program funds as well as their Project Concept Report for
work to be done on the Interstate Highway 29 overpass in Harwood as a
way of coordinating funds to complete the project. The City of Harwood
has been able to secure $50,000 to help fund the project and I would
recommend that Cass County share additional costs not to exceed $30,000.

The DOT accepts applications for SRTS funds once a year. The deadline
for 2009 SRTS fund requests is November 21,2007. DOT rules allow only
Counties and Cities with populations over 5000 to apply for TE Funds
directly, therefore Harwood can not apply directly for these grants so the
County has to act as a sponsor in order for the project to be eligible.

SUGGESTED MOTION: Authorize Chairman to sign an application for
a 2009 Safe Routes To School grant for a bicycle and pedestrian crossing
adjacent to Cass County Highway 22 with an estimated construction cost of
$391,444, and a cost share by Cass County Government not to exceed
$30,000.

J:\Admin-Eng\Commission Corrsp\2007 Commission Correpondence\Agenda Memo for Oct lagenrla Harwood bike path SRTS.doc
