12 <br /> <br />Table 2 shows the estimated revenue for the Cass County Highway Department over the planning years. These <br />estimates use revenue inflation rates of 1.5% for Federal Funding, 3% for State Funding, and 6% for Local <br />Funding. These inflation rates were developed by Metro COG. In addition, the Operation Cost inflation rate use <br />was 4%. The Highway Distribution Tax totals are an estimate based on past funding. Estimated annual Federal <br />Aid Highway funding is $1,360,000. The chart also includes the additional Federal Aid Funding for Bridge <br />projects. County Federal Aid Bridge funding is based on need as the NDDOT had $5 million allocated statewide <br />for county bridges and inspections. Due to increase costs of bi-annual bridge inspections, the NDDOT only have <br />$3 million allocated statewide for annual county bridge construction (Cass County competes for these funds <br />based on other county needs throughout the state). <br /> <br /> <br />Long Range Funding Estimates <br />In 2018-2019, Metro COG updated its Long-Range Transportation Plan – Metro 2045 (Metropolitan <br />Transportation Plan :: Fargo-Moorhead Metro COG (fmmetrocog.org)). This plan contains Short-Range, Mid- <br />Range, and Long-Range revenue estimates. These estimates also use revenue inflation rates of 1.5% for Federal <br />Funding, 3% for State Funding, 6% for Local Funding, and an Operation Cost inflation rate of 2%. Table 3 uses <br />the Metro 2040 revenue estimates. These estimates use standard Highway Distribution Tax funding and do not <br />include additional one-time State funding. With the continued support of one-time funding from the ND <br />Legislature, Cass County could have an additional $7 million per biennium and more than $105 million over the <br />next 30 years. When looking out to 2045, additional one-time state funding only keeps up with maintaining our <br />highway system. Continued funding based on the ND Legislature’s Prairie Dog Fund, Legacy Fund, and Flexible <br />Transportation Fund allocations will allow us to annually overlay 18 miles, reconstruct 3.5 miles, replace 3-4 <br />bridges, and complete seven miles of gravel road construction.
