If it were not for the growth in local <br />and state funding, we would not be able to maintain our existing highway and bridge network. Federal Aid has <br />become a very small component of our overall revenues and can no longer be counted on to fund major <br />projects. The new Federal Transportation Funding was approved in November 2021 and has increased the level <br />of Federal Funding that the County receives. The Federal Aid Highway Funds are now back to the year 2000 <br />level. <br />Regarding our asphalt highways, they <br />generally require a maintenance overlay <br />every 15-20 years. Current costs of a <br />typical asphalt overlay in Cass County can <br />range from $250,000-$525,000 per mile, <br />depending on road width and thickness <br />of the asphalt overlay, with the most <br />frequent 36’ wide, 2.5” thick overlay <br />being approximately $325,000 per mile. <br />Under the desired maintenance schedule <br />an overlay would occur every 17½ years. <br />Given the current inventory in Cass <br />County we could schedule approximately <br />17 miles of asphalt overlay per year. Using the rate of $325,000 per mile we can estimate a cost of $5.5 million <br />per year. If pavements are not overlaid with a new asphalt surface before they deteriorate, they will require full <br />reconstruction.
