Subject:

December 5, 2003

Resolution of Support for Combined Metro Area
Mosquito Control

RECOMMENDATION: It is respectfully requested that the Cass County
Commission consider issuing a resolution of mutual support for the metro area
mosquito control effort.

BACKGROUND: There are several agencies involved with mosquito control
in the area. This includes Cass County, City of Fargo, City of West Fargo, Clay
County, City of Moorhead, and City of Dilworth. We currently operate
independently of the Minnesota jurisdictions, but communicate on activities
affecting the area. The intent is to further coordinate efforts with larviciding
techniques, spraying activities and training.

KEY ISSUES: The resolution does not bind us to a committal to the agencies,
but is a good faith effort to improve and facilitate a coordinated effort.

POLICY CONSIDERATIONS: None

FINANCIAL CONSIDERATIONS: The resolution will be included in the
MASH Act grant application for $100,000 of matching money available from the
Federal Government, and an additional $10,000 is available for cities and
counties that show cooperative efforts. This grant is specifically for mosquito
abatement and may be funded for up to 5 years.

LEGAL CONSIDERATIONS: None

K:\Wagner~VECTORRESOLUTION-ISSUES12-15-03.doc
