<br />Commission Minutes-August 13, 2007 3253 <br /> <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to remove the four wheel <br />drive pickup in the amount of $25,000 from the 2008 preliminary <br />budget for the Sheriff's Department. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mr. Vanyo asked why the training budget has increased. Sheriff Laney said the need to <br />become properly trained has become greater and in order to be licensed officers they <br />need to be certified. The state academy does not accept officers who are not going into <br />the field and since Cass County officers start as jailers, they are not accepted; <br />therefore, the sheriff's department uses and pays a fee to certify officers through the <br />academy with the City of Fargo. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to approve the 2008 <br />preliminary budget for the Sheriff's Department with the exception of <br />the additional employees to be decided at a later time. On roll call <br />vote, the motion carried unanimously. <br /> <br />10. BREAK <br />The meeting recessed for a lunch break at 12:15 PM. <br /> <br />11. MEETING RECONVENED <br />The meeting reconvened at 1 :15 PM for further budget review. <br /> <br />12. WATER RESOURCE DISTRICTS <br />Carol Lewis, Tom Fischer, Mark Thelen, Wes Beilke, Mike Buringrud, and Jeff Volk were <br />present. Also present was Joe Belford, Ramsey County Commissioner. <br /> <br />Mr. Fischer discussed the budget for the Southeast Cass Water Resource District and <br />the different projects for next year. He said their valuation has increased by 8.2% and <br />the district wants to use 50% of the increase toward lowering the mill levy rate. The <br />water resource districts also plan to pay for their liability insurance premium. Mr. <br />Montplaisir said the cost for insurance is about $70,000, which may be moved from the <br />General Fund to the Water Resource District budget. Mr. Fischer said the secretary- <br />treasurer will receive a 2.3% cost of living adjustment (COLA), the same as all county <br />employees for 2008. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Bennett seconded to approve the 2008 <br />preliminary budget for the Southeast Cass Water Resource District at <br />3.40 mills, 1 mill for the Red River Joint Water Resource District, and <br />inclusion of liability insurance premium. On roll call vote, the motion <br />carried unanimously. <br /> <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded to approve the 2008 <br />preliminary budget for the Maple River Water Resource District at 4 <br />mills and 1 mill for the Red River Joint Water Resource District. On <br />roll call vote, the motion carried unanimously. <br />
