<br />Commission Minutes-August 13, 2007 3252 <br /> <br />The Emergency Service Unit (ESU) is a valuable resource in providing security during <br />events within the county. He has budgeted for a one ton truck and an ATV. <br /> <br />Mr. Bennett asked if the SRD position should be cost shared by the school districts. He <br />feels there is importance in having both government units participating in the cost. Mrs. <br />Sorum stated when considering the SRD position it is important to consider the safety of <br />the children and feels it is a stepping stone in communication and a safe school <br />environment. Mr. Wagner stated that since the four high schools are supportive of <br />having this position, has cost sharing the position been discussed. Sheriff Laney replied <br />cost sharing has not been discussed; however, the schools are cost sharing the camera <br />equipment that will monitor the schools. <br /> <br />Mr. Wagner asked about the duties of the patrol captain. Sheriff Laney stated the <br />captain is handling many duties and working on the efficiency of the department. He is <br />also performing supervisory and patrol duties. <br /> <br />Mr. Thoreson addressed the vehicles that have been budgeted. He stated they use a <br />three year replacement plan as in that time period the patrol vehicles generally have <br />over 100,000 miles. The department has been conservative in their choice of vehicles <br />in an effort to save tax dollars. <br /> <br />9. JAIL AND JUVENILE DETENTION CENTER <br />The Jail and Juvenile Detention Center budget has increased as a result of expansion. <br />Due to the increase, Sheriff Laney requests five new positions including two correctional <br />officer positions, two transport/building security positions and one work <br />release/classification position. These positions are necessary to meet the growing <br />demands placed on the jail staff. The correctional officer positions would be used to <br />develop shift relief. The work release position would be responsible for tracking and <br />classification of all inmates held the previous 72 hours. Should classification be lost <br />inmates would have to be held separately. <br /> <br />Sheriff Laney stated he is removing the reclassification of the detention center director <br />and commissary clerk until the Personnel Overview Committee meets in the spring of <br />2008. <br /> <br />Mr. Bennett said the jail should not give space away for little or no charge. It is <br />important not to go backward. Sheriff Laney has plans to look at the daily rates and <br />agrees that the county cannot lose on the deal. <br /> <br />Mr. Pawluk asked if any of the requested budgeted items could be paid for out of the jail <br />construction fund. Mrs. Johnson replied the ballot initiative allows the fund to be used <br />for items such as new staff, furniture and fixtures. Mr. Montplaisir said the fund has <br />$800,000 and could be used to add staff to the jail. <br /> <br />Mr. Ellingsberg said the commissary fund could be used to pay the salary of the work <br />release position. Mr. Bennett cautioned against using funds that are non-recurring to <br />pay for expenditures that are recurring. Mr. Ellingsberg reminded the board that the <br />commissary fund is a recurring fund. <br />
