<br />Commission Minutes-August 8, 2007 <br /> <br />3242 <br /> <br />MOTION, passed <br />Mr. Bennett moved and Mr. Pawluk seconded to approve the <br />2008 preliminary budget for the State's Attorney in the amount <br />of $1,873,122 with the inclusion of $8,600 for postage and with <br />the exception of the D62 Senior Attorney and A11 File Clerk <br />positions to be decided at a later time. On roll call vote, the <br />motion carried unanimously. <br /> <br />7. RED RIVER VALLEY FAIR <br />Wayne Venter, Manager, and Darrell Lundstrom, President of the Red River Valley Fair <br />Association, were present. Mr. Venter said their request of $104,400 is the same as last <br />year. He said the funds received from the county pay for premiums, liability insurance, <br />trophies and ribbons. He stated it is a goal of the Red River Valley Fair (RRVF) to build the <br />youth of the community. Mr. Wagner asked what type of policies the fair board has in place <br />to safeguard their money. Mr. Lundstrom replied they have changed to Quickbooks, which <br />has not been a smooth transition. They are hopeful that all funds are now in order. Mr. <br />Venter said they have implemented a purchase order system and any purchases must have <br />a purchase order with his signature. All checks need to be signed by at least two board <br />members. Checks are not signed by the fair manager. There is still a need for additional <br />research on a fee schedule, to obtain a fair market for rentals. Mr. Lundstrom stated they <br />have been audited the past two years and will continue to do annual audits in an effort to <br />remain in compliance. <br /> <br />Mr. Bennett left the meeting at 11 :25 AM. <br /> <br />Mr. Pawluk stated there is a misconception regarding the RRVF being the Cass County <br />Fair. He said if the county did not contribute funding for the fair it would make the life of the <br />fair board easier as they would not have to be in compliance with county regulations. He <br />also stated the fair grounds could be better utilitized by developing a facility that attracts the <br />public. Mr. Lundstrom said the RRVF is designated as the official Cass County Fair and <br />most entries do come from within the county. He stated the fair is not a money maker and is <br />a challenge. Mr. Wagner stated there is a need to make the general public more aware of <br />the structure of the fair board as many people do not understand the organization. Mr. <br />Lundstrom said the language describing the board was changed in the policy at their semi- <br />annual meeting in an effort for better public understanding. Mrs. Sorum stated she feels the <br />fair board is headed in the right direction but there is still a great deal of work to be done. <br />Mr. Pawluk asked if the speedway and speedway cafe line items should be combined in the <br />budget. Mr. Venter would like to keep them separate so they can monitor the sales of <br />concessions as they would like to expand the concessions. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to reduce the <br />2008 preliminary budget for the Red River Valley Fair from <br />$104,400 to $100,000 and to approve it as amended. On roll <br />call vote, the motion carried unanimously. <br /> <br />8. LAKE AGASSIZ REGIONAL COUNCIL <br />Irv Rustad, Director of Lake Agassiz Regional Council, was present. He stated they are <br />requesting $15,000 in the 2008 budget. <br />
