<br />Commission Minutes-August 8, 2007 <br /> <br />3241 <br /> <br />Mr. Pawluk asked if the sally port floor project could be paid out of the overage fund <br />from the jail. Mr. Montplaisir stated there is approximately $800,000 in the fund and <br />$12,000 could be taken from this fund. Mrs. Johnson said if the commission wishes, all <br />general maintenance for the jail could be taken out of this overage fund. Mr. Wagner <br />cautioned against using too much of the overage as there is still a possibility of some <br />sheriff's department personnel being relocated to the jail to free up Courthouse office <br />space and if this were to take place the overage may be needed for relocation. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to approve the <br />2008 preliminary budget for Buildings and Grounds as <br />presented, removing $12,000 from the Jail budget and using <br />$12,000 from the Jail Construction Fund for the sally port floor. <br />On roll call vote, the motion carried unanimously. <br /> <br />5. RECORDER <br />Jewel Spies, County Recorder, presented her preliminary budget for 2008. She said the <br />recorder's office is now responsible for filing burial permits for a fee of $10 for each permit. <br />This was previously handled through the treasurer's office at no charge. The recorder will <br />now store ballots at a cost of $750. She stated the only changes in her budget were for <br />salaries and benefits. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to approve 2008 <br />preliminary budget for the County Recorder in the amount of <br />$507,686. On roll call vote, the motion carried unanimously. <br /> <br />The board took a break at 10:35 AM and reconvened at 10:50 AM with all members <br />present. <br /> <br />6. STATE'S ATTORNEY <br />Birch Burdick, State's Attorney, was present. He explained that $8,600 in postage fees had <br />inadvertently been omitted from his budget. He will adjust the budget to include postage. <br /> <br />The 2008 budget proposal includes a request for one senior attorney, D62 pay grade and <br />one file clerk, A 11 pay grade. His 2008 overall budget reflects a 7% increase. He said <br />approximately 38% of the increase is related to salary and benefit increases for existing staff <br />and approximately 58% of the increase related to the two new requested staff. He stated <br />the case load is continually increasing and he would like to create a structure using some of <br />the more experienced attorneys as team leaders. He is in need of additional office space <br />and would like to obtain some space on the second floor of the Courthouse in an area <br />currently used for storage. Mr. Wagner stated that eleven new positions are being <br />requested by various departments in the 2008 budgeting process and the board will hear all <br />requests before making any decisions regarding adding positions. Mr. Burdick stated that <br />the Fargo Police Department (FPD) has applied for a federal COPS grant, if the FPD is <br />awarded this grant a portion of the grant would pay for a Meth prosecutor for Cass County. <br />This position is not included in the 2008 preliminary budget as it would be covered by the <br />grant for two years. The 2007 budget included $30,000 for the purpose of remodeling in <br />the State's Attorney Office. He said when office space on the third floor became available, <br />he moved an employee to that space and did not need the remodeling budget. <br />
