Commission Minutes—July 27, 2022 5614 <br /> Mr. Steen moved and Mr. Breitling seconded to correct the 2023 preliminary <br /> budget request for the Building Fund from $3,666,858 to $4,910,622. On roll call <br /> vote, the motion carried unanimously. <br /> 402 Roundhill Subdivision <br /> 413 Forest River Subdivision <br /> 413 Grandberq Amber Plains Subdivision <br /> Ms. Heinle said this fund has a balance of$7,376 and the project has been completed. She said the <br /> Finance Office needs to review how to disperse the remaining funds to close the account. <br /> 420 Flood Control Sales Tax <br /> Mr. Steen said expenditures from this fund are approved by the Flood Sales Tax Committee and <br /> revenues come in from County sales taxes. Mr. Peterson said in the future the Board could consider <br /> paying off debt from the Metro Flood Diversion Project with Flood Sales Tax funds. Mrs. Scherling <br /> said this is a good discussion, she said local communities are always coming up with projects and <br /> may still need funding after the Diversion is completed. Mr. Steen said this may be a good place for <br /> a future Commission to eliminate assessments to Cass County taxpayers. <br /> 422 Career Workforce Academy <br /> MOTION, passed <br /> Mr. Breitling moved and Mrs. Scherling seconded to approve the 2023 <br /> preliminary Capital Projects budget as amended. On roll call vote, the motion <br /> carried unanimously. <br /> 18. BREAK <br /> The Commission took a break at 11:35 AM and reconvened at 11:47 AM. <br /> 19. METROPOLITAN COUNCIL OF GOVERNMENTS <br /> Cindy Gray, Executive Director of the Metropolitan Council of Governments (Metro COG) was <br /> present to review the 2023 budget. The 2023 request is for $16,539; $11,621 in local dues, $4,770 <br /> for 2023 local matching of projects, and $148 for local share for internal operations. Ms. Gray said <br /> Cass County's share of the Metro COG budget is 5.3% based on the County's population excluding <br /> the metro areas. She said Metro COG's largest funding source is federal funding followed by funding <br /> from the North Dakota Department of Transportation and the Minnesota Department of <br /> Transportation. <br /> Ms. Gray said Metro COG may be coming back to the Commission to request approximately $2,650 <br /> for the County's share of a safety action plan if the project is approved for matching grant funds. <br /> Mrs. Scherling said Ms. Gray and Metro COG came to the Board a few months ago asking for <br /> support to get answers from the NDDOT regarding Metro COG being moved into a Transportation <br /> Management Area. Ms. Gray said the NDDOT has been in discussions with Metro COG in recent <br /> weeks and will continue to get NDDOT funding for National Highway System roadways within the <br /> metropolitan area. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Breitling seconded to approve the 2023 <br /> preliminary budget for Metropolitan Council of Governments as presented. On <br /> roll call vote, the motion carried unanimously. <br /> 20. FIRST LINK <br /> Jennifer Illich, Director of First Link was present to review the 2023 budget. The request is $7,000 <br /> which reflects no change from 2022. Ms. Illich said First link is the only 24/7 call line in North Dakota <br />
