Commission Minutes—July 27, 2022 5613 <br /> 14. RURAL AMBULANCE AND RESCUE ASSOCIATION <br /> Jim Jager, President of the Rural Ambulance Association was present to review the 2023 budget. <br /> The request is $255,000 with no change from 2022. Mr. Jager said Rural Ambulance has seen an <br /> increase in medical calls related to mental health in 2022. He said the $255,000 request includes <br /> $195,000 for general operations and $15,000 for four ambulance services. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Kapitan seconded to approve the 2023 preliminary <br /> budget for Rural Ambulance and Rescue Association as presented. On roll call <br /> vote, the motion carried unanimously. <br /> 15. LAKE AGASSIZ REGIONAL COUNCIL <br /> Amber Metz, Executive Director of Lake Agassiz Regional Council (LARC) was present to review the <br /> 2023 budget. The request is for $28,350, up from $27,000 in 2022. Ms. Metz said the 5% budget <br /> increase was requested to match a federal grant opportunity. She said LARC continues to work on <br /> many State and Federal Grant opportunities. <br /> Mr. Steen asked if the Career Workforce Academy was approved for grant funding. Ms. Metz said <br /> LARC helped secure the Career Workforce Academy with $1.5 million in grant funding which was <br /> less than expected. She said this region does not have the urgency eligibility requirement to get <br /> increased funding other regions get. <br /> Mrs. Scherling asked if Richland County has a JDA. Ms. Metz said yes, Richland does have a JDA <br /> and LARC is the entity that runs the Richland JDA. Ms. Metz said she was present earlier in the <br /> meeting and listened to the discission on the potential of Cass County adopting a JDA. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Breitling seconded to approve the 2023 <br /> preliminary budget for Lake Agassiz Regional Council as presented. On roll call <br /> vote, the motion carried unanimously. <br /> 16. HUMAN SERVICES <br /> Social Service Indirect Cost Fund <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Breitling seconded to approve the 2023 preliminary <br /> budget for the Social Service Indirect Costs as presented. On roll call vote, the <br /> motion carried unanimously. <br /> Human Service Zone Fund <br /> Ms. Heinle said the Human Service Zone Fund budget is set by the State and cannot be modified. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Breitling seconded to approve the 2023 preliminary <br /> budget for the Human Service Zone Fund as presented. On roll call vote, the <br /> motion carried unanimously. <br /> 17. CAPITAL PROJECTS <br /> 401 Building Fund <br /> The Building Fund is funded by a 4.5 mill levy. Ms. Madrigga said the building fund has expected <br /> expenditures of$10.1 million in 2023 to complete seven building projects: a new Red River Regional <br /> Dispatch Center at approximately $5 million, potentially purchasing the Robert D Johnson building to <br /> the west of the Courthouse and renovating the building to suit the County's election storage needs at <br /> approximately $1.5 million, remodeling the Highway Administration building at approximately $2.9 <br /> million, constructing a law enforcement storage building at approximately $500,000, renovating the <br /> Tax Equalization office at $55,000, and renovating the Annex building at approximately $400,000. <br /> These projects were discussed in detail at the last Building Committee meeting and Commission <br /> meeting on July 18, 2022. <br /> MOTION, passed <br />
