<br /> Mr. Peterson moved and Mr. Kapitan seconded to approve the 2023 preliminary
<br /> budget for First Link as presented. On roll call vote, the motion carried
<br /> unanimously.
<br /> 21. FARGO MOORHEAD WEST FARGO CHAMBER (FMWF CHAMBER)
<br /> Shannon Full, President and CEO of the FMWF Chamber, Katherine Grindberg, Executive Vice
<br /> President of the FMWF Chamber, and Jenna Mueller, Executive Director of the Chamber
<br /> Foundation were present to discuss the FMWF Chamber 2023 budget request. The request is for
<br /> $300,000, up from $100,000 in 2022. Ms. Full said the FMWF Chamber's public-private partnerships
<br /> are critical to the success in the region and the Chamber represents almost 2,000 businesses. She
<br /> said workforce has been identified as the primary challenge in the region.
<br /> Ms. Grindberg and Ms. Mueller discussed the programs and funding requests including Ignite FMWF
<br /> ($85,000), Summer EDVentures ($10,000), Cyber Security Youth Registered Apprenticeship
<br /> Program ($50,000), Community Welcome and Acclimation ($30,000), Welcome Experiences
<br /> ($5,000). Chamber Young Professionals Network ($10,000). Chamber Leadership program
<br /> ($10,000), Internship Toolkits ($20,000), Internships ($15,000), Professionals of Color ($10,000),
<br /> Quarterly DEI Training ($5,000), education and access to advocacy and public policy ($25,000),
<br /> Cass County Advocacy Leadership ($15,000), ND Day at the Capitol ($8,000), and Public Policy
<br /> Committee ($2,000).
<br /> Mr. Peterson said the JDA discussed earlier in the meeting would be a great resource for the FMWF
<br /> Chamber and a place to request these funds. He said he supports the Chamber; however, struggles
<br /> with the public policy aspect and with the County's limited available funding. Mr. Steen said last year
<br /> was the first year the FMWF Chamber had an allocated budget amount and thought it was a one-
<br /> time allocation for the Ignite program. He said the requested amount is too high and agreed with Mr.
<br /> Peterson this would be an appropriate request from a JDA.

<br /> Kapitan moved and Mr. Peterson seconded to amend the 2023 preliminary
<br /> budget request for the Fargo Moorhead West Fargo Chamber to $100,000.
<br /> Discussion: Mr. Peterson said the $100,000 is not restricted and can be used for
<br /> any programs. On roll call vote, the motion carried unanimously.
<br /> 22. RECESS
<br /> The Commission recessed the meeting at 12:30 PM to hold a County Park Board meeting. The
<br /> Commission reconvened at 12:39 PM.
<br /> 23. COUNTY PARK
<br /> MOTION, passed
<br /> Mr. Peterson moved and Mr. Breitling seconded to approve the 2023 preliminary
<br /> budget for the Cass County Park Board as presented. On roll call vote, the
<br /> motion carried unanimously.
<br /> 24. APPROVED CHANGES TO PREVIOUSLY DISCUSSED BUDGETS
<br /> Administration
<br /> Mr. Wilson said he and Buildings and Grounds Supervisor, Gene Gartner have not received any
<br /> additional information since the Board discussed the Administration budget yesterday morning
<br /> where the Board discussed changes to the Xcel Energy plan in regards to curtailment and the cost
<br /> effectiveness of various plans offered by Xcel. Mr. Gartner was present and said the County has
<br /> been on the current energy plan with Xcel for years and currently receives the best rate for being a
<br /> long-term customer.
